        Introduced  by  Sen.  PARKER -- read twice and ordered printed, and when
          printed to be committed to the Committee on Children and Families
 
        AN ACT to amend the social services law, in  relation  to  post-adoption
          services
 
          The  People of the State of New York, represented in Senate and Assem-
        bly, do enact as follows:
 
     1    Section 1. The social services law is amended by adding a new  section
     2  372-i to read as follows:
     3    §  372-i. Post adoption services. 1. The office of children and family
     4  services shall collect data and information on the availability of post-
     5  adoption services around the state. The office  shall  work  with  local
     6  social services districts, authorized agencies, and not-for-profit agen-
     7  cies  with experience providing post-adoption services to gather, to the
     8  greatest extent possible, non-identifying information by county  includ-
     9  ing but not limited to:
    10    a. the number of children entering foster care who had previously been
    11  adopted;
    12    b. the number of families who received post-adoption services;
    13    c.  the  number of children in paragraph a of this subdivision who had
    14  received post-adoption services and what type of services were rendered;
    15    d. the number of denied requests for services, and the reason for such
    16  denials; and
    17    e. the type of service for which requests were denied.
    18    2. The office of children and family services shall submit a report to
    19  the speaker of the assembly, the temporary president of the senate,  the
    20  minority leader of the assembly and the minority leader of the senate no
    21  later  than  September  first of each year with the data and information
    22  required by subdivision one of this section for the preceding year.  The
    23  office  shall  include  an analysis of the availability of post-adoption
    24  services statewide and regionally, the extent to which the provisions of
    25  such services prevents the disruption of adoptions  and  recommendations

     1  for  specific services to promote the permanency of adoptive placements.
     2  The office shall indicate the extent to which the information  collected
     3  reflects  the  total  population  described  in  subdivision one of this
     4  section, and identify any impediments to collecting such information.
     5    §  2.  This  act  shall  take  effect  the thirty-first of August next
     6  succeeding the date on which it  shall  have  become  a  law;  provided,
     7  however,  that  effective  immediately,  the  addition, amendment and/or
     8  repeal of any rule or regulation necessary  for  the  implementation  of
     9  this act on its effective date is authorized and directed to be made and
    10  completed on or before such effective date.
