        Introduced  by  Sen.  FUNKE  -- read twice and ordered printed, and when
          printed to be committed to the Committee on Higher Education
 
        AN ACT to amend the education law, in relation to the regents establish-
          ing a process for colleges to become universities
 
          The People of the State of New York, represented in Senate and  Assem-
        bly, do enact as follows:
 
     1    Section  1. The education law is amended by adding a new section 216-d
     2  to read as follows:
     3    § 216-d. Process for becoming  a  university.  1.  The  regents  shall
     4  establish  a  process  for colleges to be allowed to become a university
     5  where the college:
     6    a. is authorized by the regents to offer at least the following:
     7    (i) a range of undergraduate programs;
     8    (ii) fifteen master's programs; and
     9    (iii) one doctoral program; and
    10    b. meets or exceeds any other  requirement  deemed  necessary  by  the
    11  regents.
    12    2.  Upon application by a college meeting the requirements in subdivi-
    13  sion one of this section, the regents shall, in a timely manner, make  a
    14  decision regarding the application of the college.
    15    § 2. This act shall take effect on the one hundred eightieth day after
    16  it shall have become a law.
