          amended and recommitted to said committee
 
        AN ACT to amend the administrative code of the  city  of  New  York,  in
          relation  to  certification  of payment of rent by the human resources
          administration to the tenant
 
          The People of the State of New York, represented in Senate and  Assem-
        bly, do enact as follows:
 
     1    Section 1. Title 26 of the administrative code of the city of New York
     2  is amended by adding a new chapter 13 to read as follows:
     3                                 CHAPTER 13
     4                    CERTIFICATION OF CERTAIN RENT PAYMENT
     5  Section 26-1301 Certification of payment.
     6    §  26-1301  Certification of payment. (a) Whenever rent is paid by the
     7  human resources administration to a landlord on behalf of a  tenant  who
     8  is receiving public assistance, a certification of payment shall be made
     9  available  to  the  tenant through an on-line client portal, ACCESS HRA.
    10  The certification of payment shall set forth:
    11    (1) the date the payment was sent;
    12    (2) the name of the landlord to whom the payment was sent;
    13    (3) the address to which payment was sent; and
    14    (4) the amount of payment sent.
    15    (b) At the time of approval of an application for  public  assistance,
    16  the human resource administration office shall provide the applicant for
    17  assistance with written notice of his or her right to access and receive
    18  certification of rent payments as provided in this section.
    19    § 2. This act shall take effect on the one hundred twentieth day after
    20  it  shall have become a law; provided, however, that the human resources
    21  administration shall  promulgate  rules  and  regulations  necessary  to
    22  effectuate this act prior to such effective date.
