        Introduced  by Sen. CARLUCCI -- read twice and ordered printed, and when
          printed to be committed to the Committee on Finance
 
        AN ACT to amend the executive law, in relation to  distribution  of  the
          state  register; and to repeal certain provisions of the executive law
          relating thereto
 
          The People of the State of New York, represented in Senate and  Assem-
        bly, do enact as follows:
 
     1    Section  1.  Paragraph c of subdivision 1 of section 148 of the execu-
     2  tive law is REPEALED.
     3    § 2. Subdivision 2 of section 148 of the executive law, as amended  by
     4  chapter 636 of the laws of 1981, is amended and a new subdivision 4-a is
     5  added to read as follows:
     6    2.  The  department of state shall mail or otherwise deliver a copy of
     7  each regular issue and the quarterly index required by subdivision three
     8  of section one hundred forty-seven of this article to  each  agency  and
     9  every  state  legislator,  unless  the  agency  or  state legislator has
    10  requested that the  department  discontinue  such  delivery,  and  shall
    11  provide notice and indicate the availability upon request of any special
    12  issue  published  pursuant  to  subdivision  two  of section one hundred
    13  forty-seven of this article by placing said notice in the regular  issue
    14  appearing  two  weeks  prior to the publication date of any such special
    15  issue. Such special issues shall be available to each agency  and  state
    16  legislator at no charge.
    17    4-a.  In addition to the state register, the department of state shall
    18  make  available  at no cost an online version of the weekly state regis-
    19  ter, quarterly index and any special issues as directed  by  statute  or
    20  deemed appropriate by the secretary of state.
    21    § 3.  This act shall take effect immediately.
