        AN ACT to amend the labor law, in relation to prohibiting  the  awarding
          of state and municipal contracts to contractors who have been debarred
          in another state
 
          The  People of the State of New York, represented in Senate and Assem-
        bly, do enact as follows:
 
     1    Section 1. Section 861-e of the labor law is amended by adding  a  new
     2  subdivision 7-a to read as follows:
     3    7-a.  When any person or entity acting or doing business as a contrac-
     4  tor is debarred in any state for conduct which would constitute  grounds
     5  for  debarment in this state, such person or entity, and any corporation
     6  in which such person or entity owns or controls at least ten percent  of
     7  the  outstanding stock of such corporation, and any firm, partnership or
     8  association in which such person or entity owns or controls at  least  a
     9  ten  percent interest in such firm, partnership or association, shall be
    10  ineligible to submit a bid on or be awarded any  public  works  contract
    11  with the state, or any municipal corporation, public benefit corporation
    12  or  public  body  within  the state, for a period of five years from the
    13  date on which such person or entity was debarred by such state.
    14    § 2. This act shall take effect immediately.
