        Introduced  by  Sen.  SAVINO -- read twice and ordered printed, and when
          printed to be committed to the Committee on Rules
 
        AN ACT to amend the administrative code of the  city  of  New  York,  in
          relation to requiring a process for notification of new homeless shel-
          ters  and  conducting  a  public  information session in the community
          where the proposed shelter is to be located
 
          The People of the State of New York, represented in Senate and  Assem-
        bly, do enact as follows:
 
     1    Section  1.  Section  21-324 of the administrative code of the city of
     2  New York, as added by a chapter of the laws of 2020 amending the  admin-
     3  istrative  code  of the city of New York relating to requiring new home-
     4  less shelters conduct a  public  hearing  in  the  community  where  the
     5  proposed  shelter  is  to  be located before being sited, as proposed in
     6  legislative bills numbers S.  7215-A and A. 7820-A, is amended  to  read
     7  as follows:
     8    § 21-324 Community involvement. a. Notwithstanding any other provision
     9  of law to the contrary, the department shall establish a process for the
    10  [siting]  notification of new homeless shelters [for adults], other than
    11  short-term emergency homeless shelters. Such notification shall  include
    12  elected  officials and the community board for the district in which the
    13  proposed shelter is to be sited. Such process shall also include sending
    14  a notice annually during the first quarter of each calendar year,  elec-
    15  tronically and physically, to federal, state and local elected officials
    16  requesting potential locations for homeless shelters. Such process shall
    17  be posted publicly on the agency's website.
    18    b.  The  process  developed by the department under this section shall
    19  also include  conducting  at  least  one  public  [hearing]  information
    20  session  on the siting of any new homeless shelter. The department shall
    21  provide notice to the public of such information sessions on its website
    22  no later than fourteen days before the  date  such  session  is  set  to
    23  occur.  Such  public [hearings] information session shall be held in the

     1  community district in which such proposed  homeless  shelter  is  to  be
     2  located and shall allow the public to ask questions and submit comments.
     3  Such  information session shall not be conducted in a manner that delays
     4  the siting of the proposed shelter.
     5    §  2.  This  act  shall  take  effect on the same date and in the same
     6  manner as a chapter of the laws of 2020 amending the administrative code
     7  of the city of New York relating  to  requiring  new  homeless  shelters
     8  conduct  a public hearing in the community where the proposed shelter is
     9  to be located before being  sited,  as  proposed  in  legislative  bills
    10  numbers S. 7215-A and A. 7820-A, takes effect.
