AN ACT to amend the public service law, in relation to requiring energy
suppliers to supply generators to all emergency shelters and cooling
centers for use in emergency situations
The People of the State of New York, represented in Senate and Assem-bly, do enact as follows:
1 Section 1. The public service law is amended by adding a new section
2 66-q to read as follows:
3 § 66-q. Generators for emergency shelters and cooling centers. 1.
4 Every electric corporation which provides electricity to any temporary
5 emergency shelter or cooling center in this state shall provide each
6 such temporary emergency shelter or cooling center with an alternate
7 generated power source for use in emergency situations where electric
8 service has been disrupted.
9 2. For the purposes of this section the following terms shall have the
10 following meanings:
11 (a) "Alternate generated power source" shall mean electric generating
12 equipment that is capable of providing adequate electricity to support,
13 at a minimum, necessary lighting, heating, cooling, and life-safety
14 systems within a temporary emergency shelter or cooling center, which
15 can operate independent of the local electric utility distribution
16 system and provide electricity during a general power outage or declared
17 energy or fuel supply emergency, including a natural disaster.
18 (b) "Cooling center" shall mean a public space where individuals may
19 go to seek shelter from extreme hot weather, and which has been desig-
20 nated as such by the New York state department of health, by the New
21 York city department of health, or by any local health department in
22 this state.

1 (c) "Temporary emergency shelter" shall mean an emergency shelter
2 established pursuant to section one hundred thirty-one-v of the social
3 services law.
4 § 2. This act shall take effect on the one hundred eightieth day after
5 it shall have become a law.
