        AN  ACT to repeal certain provisions of the general municipal law relat-
          ing to urban renewal agencies; to repeal  certain  provisions  of  the
          general  municipal law relating to industrial development agencies; to
          repeal certain provisions of the public authorities  law  relating  to
          certain  authorities;  to repeal article 2-D of the transportation law
          relating to the Utica transit authority; and to  transfer  any  books,
          records  and  remaining  rights of any dissolved authority to an iden-
          tifiable location
 
          The People of the State of New York, represented in Senate and  Assem-
        bly, do enact as follows:
 
     1    Section  1. Legislative intent. It is hereby declared to be a substan-
     2  tial interest of this state that residents, governments  and  businesses

     3  have certainty in the corporate status and orderly dissolution of public
     4  authorities,  urban  renewal  agencies, industrial development agencies,
     5  and parking authorities, and that upon dissolution, their enabling stat-
     6  utes will be repealed and their books, records and remaining rights,  if
     7  any, will be transferred to an identifiable location. The welfare of the
     8  state  necessitates  ensuring  that the proliferation of moribund public
     9  benefit corporations, such as those included in this  act  found  to  be
    10  defunct  by  the  comptroller, the authorities budget office and the New
    11  York state commission on public  authority  reform,  does  not  continue
    12  unchecked.
    13    § 2. Title 2 of article 15-B of the general municipal law is REPEALED.
    14    § 2-a. Notwithstanding any other provision of law to the contrary, any

    15  existing  records,  property, rights, titles and interest of the Sloats-

     1  burg urban renewal agency shall vest in and be possessed by the  village
     2  of Sloatsburg and its successors or assigns.
     3    §  3. Title 6 of article 15-B of the general municipal law, as amended
     4  by chapter 209 of the laws of 1976, is REPEALED.
     5    § 3-a. Notwithstanding any other provision of law to the contrary, any
     6  existing records, property, rights, titles and interest  of  the  Beacon
     7  community  development agency shall vest in and be possessed by the city
     8  of Beacon and its successors or assigns.

     9    § 4. Title 7 of article 15-B of the general municipal law, as added by
    10  chapter 80 of the laws of 1964, is REPEALED.
    11    § 4-a. Notwithstanding any other provision of law to the contrary, any
    12  existing records, property, rights, titles and interest of  the  Norwich
    13  urban  renewal  agency  shall  vest  in  and be possessed by the city of
    14  Norwich and its successors or assigns.
    15    § 5. Title 7 of article 15-B of the general municipal law, as added by
    16  chapter 266 of the laws of 1964, is REPEALED.
    17    § 5-a. Notwithstanding any other provision of law to the contrary, any
    18  existing records, property, rights, titles and  interest  of  the  Nyack
    19  urban  renewal  agency  shall vest in and be possessed by the village of
    20  Nyack and its successors or assigns.
    21    § 6. Title 7 of article 15-B of the general municipal law, as added by

    22  chapter 914 of the laws of 1964, is REPEALED.
    23    § 6-a. Notwithstanding any other provision of law to the contrary, any
    24  existing records, property, rights, titles and interest of the Peekskill
    25  community development agency shall vest in and be possessed by the  city
    26  of Peekskill and its successor or assigns.
    27    § 7. Title 8 of article 15-B of the general municipal law, as added by
    28  chapter 266 of the laws of 1964, is REPEALED.
    29    § 7-a. Notwithstanding any other provision of law to the contrary, any
    30  existing  records,  property,  rights,  titles and interest of the Mount
    31  Kisco urban renewal agency shall vest in and be possessed by the village
    32  of Mount Kisco and its successors or assigns.
    33    § 8. Title 8 of article 15-B of the general municipal law, as added by
    34  chapter 603 of the laws of 1964, is REPEALED.

    35    § 8-a. Notwithstanding any other provision of law to the contrary, any
    36  existing records, property, rights, titles and interest  of  the  Island
    37  Park  urban renewal agency shall vest in and be possessed by the village
    38  of Island Park and its successors or assigns.
    39    § 9. Title 9 of article 15-B of the general municipal law is REPEALED.
    40    § 9-a. Notwithstanding any other provision of law to the contrary, any
    41  existing records, property, rights, titles and interest  of  the  Ellen-
    42  ville urban renewal agency shall vest in and be possessed by the village
    43  of Ellenville and its successors or assigns.
    44    §  10. Title 10 of article 15-B of the general municipal law, as added
    45  by chapter 83 of the laws of 1964, is REPEALED.
    46    § 10-a. Notwithstanding any other provision of law  to  the  contrary,
    47  any  existing  records,  property,  rights,  titles  and interest of the

    48  Hornell urban renewal agency shall vest in and be possessed by the  city
    49  of Hornell and its successors or assigns.
    50    §  11. Title 10 of article 15-B of the general municipal law, as added
    51  by chapter 266 of the laws of 1964, is REPEALED.
    52    § 11-a. Notwithstanding any other provision  of law to  the  contrary,
    53  any existing records, property, rights, titles and interest of the Wash-
    54  ingtonville  urban  renewal agency shall vest in and be possessed by the
    55  village of Washingtonville and its successors or assigns.

     1    § 12. Title 11 of  article  15-B  of  the  general  municipal  law  is
     2  REPEALED.
     3    §  13. Title 12 of article 15-B of the general municipal law, as added
     4  by chapter 266 of the laws of 1964, is REPEALED.

     5    § 13-a. Notwithstanding any other provision of law  to  the  contrary,
     6  any  existing  records,  property,  rights,  titles  and interest of the
     7  Tarrytown urban renewal agency shall vest in and  be  possessed  by  the
     8  village of Tarrytown and its successors or assigns.
     9    §  14.  Title  13  of  article  15-B  of  the general municipal law is
    10  REPEALED.
    11    § 14-a. Notwithstanding any other provision of law  to  the  contrary,
    12  any  existing  records,  property,  rights,  titles  and interest of the
    13  Plattsburgh urban renewal agency shall vest in and be possessed  by  the
    14  city of Plattsburgh and its successors or assigns.
    15    §  15.  Title  18  of  article  15-B  of  the general municipal law is
    16  REPEALED.
    17    § 15-a. Notwithstanding any other provision of law  to  the  contrary,
    18  any  existing  records,  property,  rights,  titles  and interest of the

    19  Woodridge urban renewal agency shall vest in and  be  possessed  by  the
    20  village of Woodridge and its successors or assigns.
    21    §  16.  Title  19  of  article  15-B  of  the general municipal law is
    22  REPEALED.
    23    § 16-a. Notwithstanding any other provision of law  to  the  contrary,
    24  any existing records, property, rights, titles and interest of the Pots-
    25  dam  urban  renewal agency shall vest in and be possessed by the town of
    26  Potsdam and its successors or assigns.
    27    § 17. Title 21 of  article  15-B  of  the  general  municipal  law  is
    28  REPEALED.
    29    §  17-a.  Notwithstanding  any other provision of law to the contrary,
    30  any existing records, property,  rights,  titles  and  interest  of  the
    31  Lancaster  urban  renewal  agency  shall vest in and be possessed by the
    32  town of Lancaster and its successors or assigns.

    33    § 18. Title 25 of  article  15-B  of  the  general  municipal  law  is
    34  REPEALED.
    35    §  18-a.  Notwithstanding  any other provision of law to the contrary,
    36  any existing records, property,  rights,  titles  and  interest  of  the
    37  Gouverneur  urban  renewal  agency shall vest in and be possessed by the
    38  town of Gouverneur and its successors or assigns.
    39    § 18-b.  Title 26 of article 15-B of  the  general  municipal  law  is
    40  REPEALED.
    41    §  18-c.  Notwithstanding  any other provision of law to the contrary,
    42  any existing records, property, rights,  titles,  and  interest  of  the
    43  Lockport  urban  renewal  agency  shall  vest in and be possessed by the
    44  village of Lockport and its successors or assigns.
    45    § 19. Title 27 of  article  15-B  of  the  general  municipal  law  is
    46  REPEALED.

    47    §  19-a.  Notwithstanding  any other provision of law to the contrary,
    48  any existing records, property,  rights,  titles  and  interest  of  the
    49  village of Clayville urban renewal agency shall vest in and be possessed
    50  by the village of Clayville and its successors or assigns.
    51    §  20.  Title  27-A  of  article  15-B of the general municipal law is
    52  REPEALED.
    53    § 20-a. Notwithstanding any other provision of law  to  the  contrary,
    54  any  existing  records,  property,  rights,  titles  and interest of the
    55  village of Walden urban renewal agency shall vest in and be possessed by
    56  the village of Walden and its successors or assigns.

     1    § 21. Title 29 of  article  15-B  of  the  general  municipal  law  is
     2  REPEALED.

     3    §  21-a.  Notwithstanding  any other provision of law to the contrary,
     4  any existing records, property, rights, titles and interest of the Ilion
     5  urban renewal agency shall vest in and be possessed by  the  village  of
     6  Ilion and its successors or assigns.
     7    §  22.  Title  30  of  article  15-B  of  the general municipal law is
     8  REPEALED.
     9    § 22-a. Notwithstanding any other provision of law  to  the  contrary,
    10  any  existing  records,  property,  rights,  titles  and interest of the
    11  village of Penn Yan urban renewal agency shall vest in and be  possessed
    12  by the village of Penn Yan and its successors or assigns.
    13    §  23.  Title  31  of  article  15-B  of  the general municipal law is
    14  REPEALED.
    15    § 23-a. Notwithstanding any other provision of law  to  the  contrary,
    16  any  existing  records,  property,  rights,  titles  and interest of the

    17  village of Pawling urban renewal agency shall vest in and  be  possessed
    18  by the village of Pawling and its successors or assigns.
    19    §  24.  Title  32  of  article  15-B  of  the general municipal law is
    20  REPEALED.
    21    § 24-a. Notwithstanding any other provision of law  to  the  contrary,
    22  any  existing  records,  property,  rights,  titles, and interest of the
    23  Newburgh community development agency shall vest in and be possessed  by
    24  the city of Newburgh and its successors or assigns.
    25    §  25.  Title  33  of  article  15-B  of  the general municipal law is
    26  REPEALED.
    27    § 25-a. Notwithstanding any other provision of law  to  the  contrary,
    28  any existing records, property, rights, titles and interest of the Bald-
    29  winsville  urban  renewal  agency  shall vest in and be possessed by the
    30  village of Baldwinsville and its successors or assigns.

    31    § 26. Title 35 of  article  15-B  of  the  general  municipal  law  is
    32  REPEALED.
    33    §  26-a.  Notwithstanding  any other provision of law to the contrary,
    34  any existing records, property,  rights,  titles  and  interest  of  the
    35  village  of  Hamburg urban renewal agency shall vest in and be possessed
    36  by the village of Hamburg and its successors or assigns.
    37    § 27. Title 38 of  article  15-B  of  the  general  municipal  law  is
    38  REPEALED.
    39    §  27-a.  Notwithstanding  any other provision of law to the contrary,
    40  any existing records, property, rights, titles and interest of the Sara-
    41  nac Lake urban renewal agency shall vest in  and  be  possessed  by  the
    42  village of Saranac Lake and its successors or assigns.
    43    §  28.  Title  40  of  article  15-B  of  the general municipal law is
    44  REPEALED.

    45    § 28-a. Notwithstanding any other provision of law  to  the  contrary,
    46  any existing records, property, rights, titles and interest of the Tuck-
    47  ahoe  urban renewal agency shall vest in and be possessed by the village
    48  of Tuckahoe and its successors or assigns.
    49    § 29. Title 42 of  article  15-B  of  the  general  municipal  law  is
    50  REPEALED.
    51    §  29-a.  Notwithstanding  any other provision of law to the contrary,
    52  any existing records, property,  rights,  titles  and  interest  of  the
    53  Palmyra  urban  renewal  agency  shall  vest  in and be possessed by the
    54  village of Palmyra and its successors or assigns.
    55    § 30. Title 43 of  article  15-B  of  the  general  municipal  law  is
    56  REPEALED.

     1    §  30-a.  Notwithstanding  any other provision of law to the contrary,

     2  any existing records, property,  rights,  titles  and  interest  of  the
     3  Newark  urban  renewal  agency  shall  vest  in  and be possessed by the
     4  village of Newark and its successors or assigns.
     5    §  31.  Title  44  of  article  15-B  of  the general municipal law is
     6  REPEALED.
     7    § 31-a. Notwithstanding any other provision of law  to  the  contrary,
     8  any existing records, property, rights, titles and interest of the Sala-
     9  manca urban renewal agency shall vest in and be possessed by the city of
    10  Salamanca and its successors or assigns.
    11    §  32.  Title  45  of  article  15-B  of  the general municipal law is
    12  REPEALED.
    13    § 32-a. Notwithstanding any other provision of law  to  the  contrary,
    14  any  existing  records,  property,  rights,  titles  and interest of the
    15  village of East Rochester urban renewal agency  shall  vest  in  and  be

    16  possessed  by  the  village  of  East  Rochester  and  its successors or
    17  assigns.
    18    § 33. Title 46 of  article  15-B  of  the  general  municipal  law  is
    19  REPEALED.
    20    §  33-a.  Notwithstanding  any other provision of law to the contrary,
    21  any existing records, property,  rights,  titles  and  interest  of  the
    22  Auburn  urban renewal agency shall  vest in and be possessed by the city
    23  of Auburn and its successors or assigns.
    24    § 34. Title 48 of  article  15-B  of  the  general  municipal  law  is
    25  REPEALED.
    26    §  34-a.  Notwithstanding  any other provision of law to the contrary,
    27  any existing records, property,  rights,  titles  and  interest  of  the
    28  village of New Paltz urban renewal agency shall vest in and be possessed
    29  by the village of New Paltz and its successors or assigns.

    30    §  35.  Title  49  of  article  15-B  of  the general municipal law is
    31  REPEALED.
    32    § 35-a. Notwithstanding any other provision of law  to  the  contrary,
    33  any  existing  records,  property,  rights,  titles  and interest of the
    34  Ogdensburg urban renewal agency shall vest in and be  possessed  by  the
    35  city of Ogdensburg and its successors or assigns.
    36    §  36.  Title  52  of  article  15-B  of  the general municipal law is
    37  REPEALED.
    38    § 36-a. Notwithstanding any other provision of law  to  the  contrary,
    39  any  existing records, property, rights, titles and interest of the Long
    40  Beach urban renewal agency shall vest in and be possessed by the city of
    41  Long Beach and its successors or assigns.
    42    § 37. Title 53 of  article  15-B  of  the  general  municipal  law  is
    43  REPEALED.

    44    §  37-a.  Notwithstanding  any other provision of law to the contrary,
    45  any existing records, property,  rights,  titles  and  interest  of  the
    46  village  of  Johnson  City  urban  renewal  agency  shall vest in and be
    47  possessed by the village of Johnson City and its successors or assigns.
    48    § 38. Title 57 of  article  15-B  of  the  general  municipal  law  is
    49  REPEALED.
    50    §  38-a.  Notwithstanding  any other provision of law to the contrary,
    51  any existing records, property,  rights,  titles  and  interest  of  the
    52  village of Hilton urban renewal agency shall vest in and be possessed by
    53  the village of Hilton and its successors or assigns.

    39  Thomaston  urban  renewal  agency  shall vest in and be possessed by the
    40  village of Thomaston and its successors or assigns.
    41    § 46. Title 73 of  article  15-B  of  the  general  municipal  law  is
    42  REPEALED.

    43    §  46-a.  Notwithstanding  any other provision of law to the contrary,
    44  any existing records, property,  rights,  titles  and  interest  of  the
    45  Watertown  urban  renewal  agency  shall vest in and be possessed by the
    46  city of Watertown and its successors or assigns.
    47    § 47. Title 74 of  article  15-B  of  the  general  municipal  law  is
    48  REPEALED.
    49    §  47-a.  Notwithstanding  any other provision of law to the contrary,
    50  any existing records, property,  rights,  titles  and  interest  of  the
    51  Fallsburg  urban  renewal  agency  shall vest in and be possessed by the
    52  town of Fallsburg and its successors or assigns.
    53    § 48. Title 75 of  article  15-B  of  the  general  municipal  law  is
    54  REPEALED.
    55    §  48-a.  Notwithstanding  any other provision of law to the contrary,

     6  any  existing records, property, rights, titles and interest of the town
     7  of Bethlehem urban renewal agency shall vest in and be possessed by  the
     8  town of Bethlehem and its successors or assigns.
     9    §  50.  Title  78  of  article  15-B  of  the general municipal law is
    10  REPEALED.
    11    § 50-a. Notwithstanding any other provision of law  to  the  contrary,
    12  any  existing  records,  property,  rights,  titles  and interest of the
    13  village of Massena urban renewal agency shall vest in and  be  possessed

    14  by the village of Massena and its successors or assigns.
    15    §  51.  Title  80  of  article  15-B  of  the general municipal law is
    16  REPEALED.
    17    § 52. Title 81 of  article  15-B  of  the  general  municipal  law  is
    18  REPEALED.

    21  Rochelle urban renewal agency shall vest in and be possessed by the city
    22  of New Rochelle and its successors or assigns.
    23    §  53.  Title  82  of  article  15-B  of  the general municipal law is
    24  REPEALED.
    25    § 53-a. Notwithstanding any other provision of law  to  the  contrary,
    26  any  existing  records,  property,  rights,  titles  and interest of the
    27  village of Fort Edward  urban  renewal  agency  shall  vest  in  and  be

    28  possessed by the village of Fort Edward and its successors or assigns.
    29    §  54.  Title  83  of  article  15-B  of  the general municipal law is
    30  REPEALED.
    31    § 54-a. Notwithstanding any other provision of law  to  the  contrary,
    32  any  existing  records,  property,  rights,  titles  and interest of the
    33  Dunkirk urban renewal agency shall vest in and be possessed by the  city
    34  of Dunkirk and its successors or assigns.
    35    §  55.  Title  84  of  article  15-B  of  the general municipal law is
    36  REPEALED.
    37    § 56.   Title 85 of article 15-B  of  the  general  municipal  law  is
    38  REPEALED.
    39    §  56-a.  Notwithstanding  any other provision of law to the contrary,
    40  any existing records, property, rights, titles of the  village  of  East
    41  Syracuse  urban  renewal  agency  shall  vest in and be possessed by the

    42  village of East Syracuse and its successors or assigns.
    43    § 57.   Title 89 of article 15-B  of  the  general  municipal  law  is
    44  REPEALED.
    45    §  57-a.  Notwithstanding  any other provision of law to the contrary,
    46  any existing records, property,  rights,  titles  and  interest  of  the
    47  village  of Catskill urban renewal agency shall vest in and be possessed
    48  by the village of Catskill and its successors or assigns.
    49    § 58. Title 90 of  article  15-B  of  the  general  municipal  law  is
    50  REPEALED.
    51    §  58-a.  Notwithstanding  any other provision of law to the contrary,
    52  any existing records, property,  rights,  titles  and  interest  of  the
    53  village  of  New  Hartford  urban  renewal  agency  shall vest in and be
    54  possessed by the village of New Hartford and its successors or assigns.
    55    § 59. Title 92 of  article  15-B  of  the  general  municipal  law  is

    11    §  61.  Title  94  of  article  15-B  of  the general municipal law is
    12  REPEALED.

    13    § 61-a. Notwithstanding any other provision of law  to  the  contrary,
    14  any existing records, property, rights, titles and interest of the Rens-
    15  selaer  urban  renewal agency shall vest in and be possessed by the city
    16  of Rensselaer and its successors or assigns.
    17    § 62. Title 95 of  article  15-B  of  the  general  municipal  law  is
    18  REPEALED.
    19    §  62-a.  Notwithstanding  any other provision of law to the contrary,
    20  any existing records, property, rights, titles and interest of the  city
    21  of  Cohoes  urban  renewal  agency shall vest in and be possessed by the
    22  city of Cohoes and its successors or assigns.
    23    § 63. Title 96 of  article  15-B  of  the  general  municipal  law  is
    24  REPEALED.
    25    §  63-a.  Notwithstanding  any other provision of law to the contrary,
    26  any existing records, property,  rights,  titles  and  interest  of  the

    27  village  of Lynbrook urban renewal agency shall vest in and be possessed
    28  by the village of Lynbrook and its successors or assigns.
    29    § 64. Title 97 of  article  15-B  of  the  general  municipal  law  is
    30  REPEALED.
    31    §  64-a.  Notwithstanding  any other provision of law to the contrary,
    32  any existing records, property, rights,  titles,  and  interest  of  the
    33  Oswego  urban  renewal agency shall vest in and be possessed by the city
    34  of Oswego and its successors or assigns.
    35    § 65. Title 98 of  article  15-B  of  the  general  municipal  law  is
    36  REPEALED.
    37    §  65-a.  Notwithstanding  any other provision of law to the contrary,
    38  any existing records, property, rights, titles and interest of the York-
    39  town urban renewal agency shall vest in and be possessed by the town  of
    40  Yorktown and its successors or assigns.

    41    §  66.  Title  99  of  article  15-B  of  the general municipal law is
    42  REPEALED.
    43    § 66-a. Notwithstanding any other provision of law  to  the  contrary,
    44  any  existing  records,  property,  rights,  titles  and interest of the
    45  village of Warwick urban renewal agency shall vest in and  be  possessed
    46  by the village of Warwick and its successors or assigns.
    47    §  67.  Title  102  of  article  15-B  of the general municipal law is
    48  REPEALED.
    49    § 67-a. Notwithstanding any other provision of law  to  the  contrary,
    50  any  existing  records,  property,  rights,  titles  and interest of the
    51  village of Albion urban renewal agency shall vest in and be possessed by
    52  the village of Albion and its successors or assigns.
    53    § 68. Title 103 of article  15-B  of  the  general  municipal  law  is
    54  REPEALED.

    55    §  68-a.  Notwithstanding  any other provision of law to the contrary,
    56  any existing records, property, rights, titles and interest of the  city

    13  village of Whitehall urban renewal agency shall vest in and be possessed
    14  by the village of Whitehall and its successors or assigns.
    15    § 71. Title 106 of article  15-B  of  the  general  municipal  law  is
    16  REPEALED.
    17    §  71-a.  Notwithstanding  any other provision of law to the contrary,
    18  any existing records, property, rights, titles and interest of the  town
    19  of  Colonie  urban  renewal agency shall vest in and be possessed by the
    20  town of Colonie and its successors or assigns.
    21    § 72. Title 108 of article  15-B  of  the  general  municipal  law  is
    22  REPEALED.
    23    §  72-a.  Notwithstanding  any other provision of law to the contrary,
    24  any existing records, property,  rights,  titles  and  interest  of  the

    25  village  of  Fayetteville  urban  renewal  agency  shall  vest in and be
    26  possessed by the village of Fayetteville and its successors or assigns.
    27    § 73. Title 109 of article  15-B  of  the  general  municipal  law  is
    28  REPEALED.
    29    §  73-a.  Notwithstanding  any other provision of law to the contrary,
    30  any existing records, property,  rights,  titles  and  interest  of  the
    31  village  of  Waverly urban renewal agency shall vest in and be possessed
    32  by the village of Waverly and its successors or assigns.
    33    § 74. Title 110 of article  15-B  of  the  general  municipal  law  is
    34  REPEALED.
    35    §  74-a.  Notwithstanding  any other provision of law to the contrary,
    36  any existing records, property,  rights,  titles  and  interest  of  the
    37  village  of  North  Syracuse  urban  renewal agency shall vest in and be

    38  possessed by the  village  of  North  Syracuse  and  its  successors  or
    39  assigns.
    40    §  75.  Title  111  of  article  15-B  of the general municipal law is
    41  REPEALED.
    42    § 75-a. Notwithstanding any other provision of law  to  the  contrary,
    43  any  existing  records,  property,  rights,  titles  and interest of the
    44  village of Fredonia urban renewal agency shall vest in and be  possessed
    45  by the village of Fredonia and its successors or assigns.
    46    §  76.    Title  112  of  article 15-B of the general municipal law is
    47  REPEALED.
    48    § 77. Title 113 of article  15-B  of  the  general  municipal  law  is
    49  REPEALED.
    50    §  77-a.  Notwithstanding  any other provision of law to the contrary,
    51  any existing records, property,  rights,  titles  and  interest  of  the
    52  village  of  Canajoharie  urban  renewal  agency  shall  vest  in and be

    53  possessed by the incorporated village of Canajoharie and its  successors
    54  or assigns.
    55    §  78.  Title  118  of  article  15-B  of the general municipal law is
    56  REPEALED.

    14  obligations  and liabilities of the town of Queensbury industrial devel-
    15  opment agency shall vest in and be possessed by the town  of  Queensbury
    16  and its successors or assigns.
    17    § 81. Section 907-b of the general municipal law is REPEALED.
    18    §  81-a.  Notwithstanding  any other provision of law to the contrary,
    19  any existing records, property, rights,  titles  and  interest  and  all
    20  obligations and liabilities of the city of Beacon industrial development
    21  agency  shall  vest  in  and  be possessed by the city of Beacon and its

    22  successors or assigns.
    23    § 82. Section 913-a of the general municipal law is REPEALED.
    24    § 82-a. Notwithstanding any other provision of law  to  the  contrary,
    25  records,  property,  rights, titles and interest and all obligations and
    26  liabilities of the town of East Greenbush industrial development  agency
    27  shall  vest  in  and  be possessed by the town of East Greenbush and its
    28  successors or assigns.
    29    § 83. Section 915 of the general municipal law is REPEALED.
    30    § 83-a. Notwithstanding any other provision of law  to  the  contrary,
    31  any  existing  records,  property,  rights,  titles and interest and all
    32  obligations and liabilities of the Deerpark industrial development agen-
    33  cy shall vest in and be possessed  by  the  town  of  Deerpark  and  its
    34  successors or assigns.
    35    § 84. Section 922-c of the general municipal law is REPEALED.

    36    §  84-a.  Notwithstanding  any other provision of law to the contrary,
    37  any existing records, property, rights,  titles  and  interest  and  all
    38  obligations  and  liabilities  of  the  town  of East Hampton industrial
    39  development agency shall vest in and be possessed by the  town  of  East
    40  Hampton and its successors or assigns.
    41    § 85. Section 925-b of the general municipal law is REPEALED.
    42    §  85-a.  Notwithstanding  any other provision of law to the contrary,
    43  any existing records, property, rights,  titles  and  interest  and  all
    44  obligations and liabilities of the town of Carmel industrial development
    45  agency  shall  vest  in  and  be possessed by the town of Carmel and its
    46  successors or assigns.
    47    § 86. Section 925-d of the general municipal law is REPEALED.
    48    § 86-a. Notwithstanding any other provision of law  to  the  contrary,

    49  any  existing  records,  property,  rights,  titles and interest and all
    50  obligations and liabilities of the town of Oyster Bay industrial  devel-
    51  opment  agency  shall vest in and be possessed by the town of Oyster Bay
    52  and its successors or assigns.
    53    § 87. Section 925-j of the general municipal law is REPEALED.
    54    § 88. Section 925-l of the general municipal law, as added by  chapter
    55  623 of the laws of 1980, is REPEALED.

    10  development agency shall vest in and be  possessed  by  the  village  of
    11  Horseheads and its successors or assigns.
    12    § 90. Section 925-x of the general municipal law is REPEALED.
    13    §  90-a.  Notwithstanding  any other provision of law to the contrary,
    14  any existing records, property, rights,  titles  and  interest  and  all
    15  obligations  and  liabilities  of  the village of Lake Placid industrial
    16  development agency shall vest in and be possessed by the village of Lake
    17  Placid and its successors or assigns.
    18    § 91. Section 926-h of the general municipal law is REPEALED.

    19    § 91-a. Notwithstanding any other provision of law  to  the  contrary,
    20  any  existing  records,  property,  rights,  titles and interest and all
    21  obligations and liabilities of  the  village  of  Keeseville  industrial
    22  development  agency  shall  vest  in  and be possessed by the village of
    23  Keeseville and its successors or assigns.
    24    § 92. Section 926-n of the general municipal law is REPEALED.
    25    § 92-a. Notwithstanding any other provision of law  to  the  contrary,
    26  any  existing  records,  property,  rights,  titles and interest and all
    27  obligations and liabilities of the town of Horseheads industrial  devel-
    28  opment  agency  shall vest in and be possessed by the town of Horseheads
    29  and its successors or assigns.
    30    § 93. Section 926-q of the general municipal law is REPEALED.
    31    § 94. Title 5 of article 4 of the public authorities law is REPEALED.

    32    § 94-a. Notwithstanding any other provision of law  to  the  contrary,
    33  any  existing  records,  property, rights, liabilities or obligations of
    34  the Long Island market authority shall  vest  in  and  be  possessed  by
    35  Suffolk county and its successors or assigns.
    36    §  95.  Title  6-D  of  article  5  of  the  public authorities law is
    37  REPEALED.
    38    § 95-a. Notwithstanding any other provision of law  to  the  contrary,
    39  any  existing  facilities,  rights  and  property of the Alfred, Almond,
    40  Hornellsville sewer authority shall be disposed of as  shall  be  agreed
    41  upon by all of the members of the authority.
    42    §  96.  Title  7-A  of  article  5  of  the  public authorities law is
    43  REPEALED.
    44    § 97. Title 1 of article 7 of the public authorities law is REPEALED.
    45    § 97-a. Notwithstanding any other provision of law  to  the  contrary,

    46  any  existing  records,  property,  rights,  titles and interest and all
    47  obligations and liabilities of the  Amsterdam  parking  authority  shall
    48  vest  in and be possessed by the city of Amsterdam and its successors or
    49  assigns.
    50    § 98. Title 1-A  of  article  7  of  the  public  authorities  law  is
    51  REPEALED.
    52    §  98-a.  Notwithstanding  any other provision of law to the contrary,
    53  any existing real property shall pass to the  village  in  which  it  is
    54  located,  and if outside the limits of any village, to the town in which
    55  located.  All other property of the Monroe  regional  parking  authority

     1  shall  be  equally  divided among the town of Monroe and the villages of
     2  Monroe and Harriman and their successors or assigns.

     3    § 99. Title 2 of article 7 of the public authorities law is REPEALED.
     4    §  100.  Title  2-A  of  article  7  of  the public authorities law is
     5  REPEALED.
     6    § 100-a. Notwithstanding any other provision of law to  the  contrary,
     7  any  existing  records,  property,  rights,  titles and interest and all
     8  obligations and liabilities of the Hudson parking authority  shall  vest
     9  in and be possessed by the city of Hudson and its successors or assigns.
    10    § 101. Title 3 of article 7 of the public authorities law is REPEALED.
    11    §  101-a.  Notwithstanding any other provision of law to the contrary,
    12  any existing records, property, rights,  titles  and  interest  and  all
    13  obligations  and  liabilities of the Elmira parking authority shall vest
    14  in and be possessed by the city of Elmira and its successors or assigns.

    24  any existing records, property, rights,  titles  and  interest  and  all
    25  obligations  and  liabilities  of  the Peekskill parking authority shall
    26  vest in and be possessed by the city of Peekskill and its successors  or
    27  assigns.
    28    §  105.  Title  8-A  of  article  7  of  the public authorities law is
    29  REPEALED.

    30    § 106. Title 9 of article 7 of the public authorities law is REPEALED.
    31    § 106-a. Notwithstanding any other provision of law to  the  contrary,
    32  any  existing  records,  property,  rights,  titles and interest and all
    33  obligations and liabilities of the Port Jervis parking  authority  shall
    34  vest  in  and be possessed by the city of Port Jervis and its successors
    35  or assigns.
    36    § 107. Title 9-A of  article  7  of  the  public  authorities  law  is
    37  REPEALED.
    38    §  107-a.  Notwithstanding any other provision of law to the contrary,
    39  any existing records, property, rights,  titles  and  interest  and  all
    40  obligations and liabilities of the Utica parking authority shall vest in
    41  and be possessed by the city of Utica and its successors or assigns.
    42    §  108.  Title  10  of  article  7  of  the  public authorities law is
    43  REPEALED.

    44    § 108-a. Notwithstanding any other provision of law to  the  contrary,
    45  any  existing  records,  property,  rights,  titles and interest and all
    46  obligations and liabilities of the Owego parking authority shall vest in
    47  and be possessed by the village of Owego and its successors or assigns.
    48    § 109. Title 12  of  article  7  of  the  public  authorities  law  is
    49  REPEALED.
    50    §  109-a.  Notwithstanding any other provision of law to the contrary,
    51  any existing records, property, rights,  titles  and  interest  and  all
    52  obligations and liabilities of the city of New Rochelle parking authori-
    53  ty  shall  vest  in and be possessed by the city of New Rochelle and its
    54  successors or assigns.

    18  shall vest in and be possessed by the city of Long Beach and its succes-
    19  sors or assigns.
    20    §  113.  Title  19  of  article  7  of  the  public authorities law is
    21  REPEALED.
    22    § 113-a.  Notwithstanding any other provision of law to the  contrary,
    23  any  existing  records,  property,  rights,  titles and interest and all
    24  obligations and liabilities of  the  city  of  North  Tonawanda  parking
    25  authority  shall vest in and be possessed by the city of North Tonawanda
    26  and its successors or assigns.

    33  Johnson City parking authority shall vest in and be possessed by Johnson
    34  City and its successors or assigns.
    35    § 116. Title 7 of article 8 of the public authorities law is REPEALED.
    36    §  116-a.  Notwithstanding any other provision of law to the contrary,
    37  any existing records, property, rights,  titles  and  interest  and  all
    38  obligations and liabilities of the Salamanca hospital district authority
    39  shall  vest in and be possessed by the city of Salamanca and its succes-
    40  sors or assigns.
    41    § 117. Title 7-A of  article  8  of  the  public  authorities  law  is
    42  REPEALED.

    43    §  117-a.  Notwithstanding any other provision of law to the contrary,
    44  any existing records, property, rights,  titles  and  interest  and  all
    45  obligations  and  liabilities  of  the  Salamanca Indian lease authority
    46  shall vest in and be possessed  by  the  city  of  Salamanca  and  their
    47  successors or assigns.
    48    §  118.  Title  8-A  of  article  8  of  the public authorities law is
    49  REPEALED.
    50    § 118-a. Notwithstanding any other provision of law to  the  contrary,
    51  any  existing  rights, property, assets and funds of the Long Island job
    52  development authority shall pass to and be vested jointly in  the  coun-
    53  ties of Nassau and Suffolk and their successors or assigns.
    54    §  119.  Title  10  of  article  8  of  the  public authorities law is
    55  REPEALED.

     2  any  existing  records,  property,  rights,  titles and interest and all
     3  obligations and liabilities of the historic Rome  development  authority
     4  shall vest in and be possessed by the city of Rome and its successors or

     6    §  120.  Title  13-A  of  article  8  of the public authorities law is
     7  REPEALED.
     8    § 120-a. Notwithstanding any other provision of law to  the  contrary,
     9  any  existing  records,  property,  rights,  titles and interest and all

    11  authority  shall vest in and be possessed jointly by the town of Babylon
    12  and the town of Huntington and their successors or assigns.
    13    § 121. Title 13-D of article 8 of the public authorities law, as added
    14  by chapter 930 of the laws of 1983, is REPEALED.

    15    § 121-a. Notwithstanding any other provision of law to  the  contrary,
    16  any  existing  records,  property,  rights,  titles and interest and all
    17  obligations and liabilities of the Broome county resource recovery agen-
    18  cy shall vest in and be possessed by Broome county and its successors or
    19  assigns.
    20    § 122. Title 13-K of article  8  of  the  public  authorities  law  is
    21  REPEALED.
    22    §  122-a.  Notwithstanding any other provision of law to the contrary,
    23  any existing records, property, rights,  titles  and  interest  and  all
    24  obligations  and  liabilities of the county of Essex solid waste manage-
    25  ment authority shall vest in and be possessed by Essex  county  and  its
    26  successors or assigns.
    27    §  123.  Title  13-J  of  article  8  of the public authorities law is
    28  REPEALED.
    29    § 123-a. Notwithstanding any other provision of law to  the  contrary,

    30  any  existing  records,  property,  rights,  titles and interest and all
    31  obligations and liabilities of the town of Brookhaven resource  recovery
    32  agency  shall vest in and be possessed by the town of Brookhaven and its
    33  successors or assigns.
    34    § 124. Title 13-L of article 8 of the public authorities law, as added
    35  by chapter 391 of the laws of 1992, is REPEALED.
    36    § 124-a. Notwithstanding any other provision of law to  the  contrary,
    37  any  existing  records,  property,  rights,  titles and interest and all
    38  obligations and liabilities of the greater Troy area solid waste manage-
    39  ment authority shall vest in and be possessed by the city  of  Troy  and
    40  its successors or assigns.
    41    §  125.  Title  14-A  of  article  8  of the public authorities law is
    42  REPEALED.
    43    § 125-a. Notwithstanding any other provision of law to  the  contrary,

    44  any  existing  records,  property,  rights,  titles and interest and all
    45  obligations and liabilities  of  the  city  of  Peekskill  civic  center
    46  authority  shall  vest  in and be possessed by the city of Peekskill and
    47  its successors or assigns.
    48    § 126. Title 28-C of article  8  of  the  public  authorities  law  is
    49  REPEALED.
    50    §  126-a.  Notwithstanding any other provision of law to the contrary,
    51  any existing records, property, rights,  titles  and  interest  and  all
    52  obligations  and  liabilities of the county of Chautauqua sports, recre-
    53  ation and cultural authority shall vest in and be possessed by  Chautau-
    54  qua county and its successors or assigns.
    55    § 127. Article 2-D of the transportation law is REPEALED.

     1    §  127-a.  Notwithstanding any other provision of law to the contrary,
     2  any minutes, annual reports, property, rights, liabilities,  obligations
     3  or  records of the Utica transit authority, including but not limited to
     4  those required by the federal government or any  of  its  agencies,  the
     5  state  comptroller, or the commissioner of transportation, shall vest in
     6  and be possessed by the central New York regional transportation author-
     7  ity and its successors or assigns.
     8    § 128.  Separability  clause.  If  any  clause,  sentence,  paragraph,
     9  section  or part of this act shall be adjudged by any court of competent
    10  jurisdiction to be invalid such judgment shall  not  affect,  impair  or
    11  invalidate the remainder of this act, but shall be confined in its oper-
    12  ation  to  the  clause,  sentence,  paragraph,  section  or part thereof

    13  directly involved in the controversy in which such judgment  shall  have
    14  been rendered.
    15    §  129.  This act shall take effect on the sixtieth day after it shall
    16  have become a law.
