AN ACT to repeal certain provisions of the general municipal law relat-
ing to urban renewal agencies; to repeal certain provisions of the
general municipal law relating to industrial development agencies; to
repeal certain provisions of the public authorities law relating to
certain authorities; to repeal article 2-D of the transportation law
relating to the Utica transit authority; and to transfer any books,
records and remaining rights of any dissolved authority to an iden-
tifiable location
The People of the State of New York, represented in Senate and Assem-bly, do enact as follows:
1 Section 1. Legislative intent. It is hereby declared to be a substan-
2 tial interest of this state that residents, governments and businesses
3 have certainty in the corporate status and orderly dissolution of public
4 authorities, urban renewal agencies, industrial development agencies,
5 and parking authorities, and that upon dissolution, their enabling stat-
6 utes will be repealed and their books, records and remaining rights, if
7 any, will be transferred to an identifiable location. The welfare of the
8 state necessitates ensuring that the proliferation of moribund public
9 benefit corporations, such as those included in this act found to be
10 defunct by the comptroller, the authorities budget office and the New
11 York state commission on public authority reform, does not continue
12 unchecked.
13 § 2. Title 2 of article 15-B of the general municipal law is REPEALED.
14 § 2-a. Notwithstanding any other provision of law to the contrary, any
15 existing records, property, rights, titles and interest of the Sloats-

1 burg urban renewal agency shall vest in and be possessed by the village
2 of Sloatsburg and its successors or assigns.
3 § 3. Title 6 of article 15-B of the general municipal law, as amended
4 by chapter 209 of the laws of 1976, is REPEALED.
5 § 3-a. Notwithstanding any other provision of law to the contrary, any
6 existing records, property, rights, titles and interest of the Beacon
7 community development agency shall vest in and be possessed by the city
8 of Beacon and its successors or assigns.
9 § 4. Title 7 of article 15-B of the general municipal law, as added by
10 chapter 80 of the laws of 1964, is REPEALED.
11 § 4-a. Notwithstanding any other provision of law to the contrary, any
12 existing records, property, rights, titles and interest of the Norwich
13 urban renewal agency shall vest in and be possessed by the city of
14 Norwich and its successors or assigns.
15 § 5. Title 7 of article 15-B of the general municipal law, as added by
16 chapter 266 of the laws of 1964, is REPEALED.
17 § 5-a. Notwithstanding any other provision of law to the contrary, any
18 existing records, property, rights, titles and interest of the Nyack
19 urban renewal agency shall vest in and be possessed by the village of
20 Nyack and its successors or assigns.
21 § 6. Title 7 of article 15-B of the general municipal law, as added by
22 chapter 914 of the laws of 1964, is REPEALED.
23 § 6-a. Notwithstanding any other provision of law to the contrary, any
24 existing records, property, rights, titles and interest of the Peekskill
25 community development agency shall vest in and be possessed by the city
26 of Peekskill and its successor or assigns.
27 § 7. Title 8 of article 15-B of the general municipal law, as added by
28 chapter 266 of the laws of 1964, is REPEALED.
29 § 7-a. Notwithstanding any other provision of law to the contrary, any
30 existing records, property, rights, titles and interest of the Mount
31 Kisco urban renewal agency shall vest in and be possessed by the village
32 of Mount Kisco and its successors or assigns.
33 § 8. Title 8 of article 15-B of the general municipal law, as added by
34 chapter 603 of the laws of 1964, is REPEALED.
35 § 8-a. Notwithstanding any other provision of law to the contrary, any
36 existing records, property, rights, titles and interest of the Island
37 Park urban renewal agency shall vest in and be possessed by the village
38 of Island Park and its successors or assigns.
39 § 9. Title 9 of article 15-B of the general municipal law is REPEALED.
40 § 9-a. Notwithstanding any other provision of law to the contrary, any
41 existing records, property, rights, titles and interest of the Ellen-
42 ville urban renewal agency shall vest in and be possessed by the village
43 of Ellenville and its successors or assigns.
44 § 10. Title 10 of article 15-B of the general municipal law, as added
45 by chapter 83 of the laws of 1964, is REPEALED.
46 § 10-a. Notwithstanding any other provision of law to the contrary,
47 any existing records, property, rights, titles and interest of the
48 Hornell urban renewal agency shall vest in and be possessed by the city
49 of Hornell and its successors or assigns.
50 § 11. Title 10 of article 15-B of the general municipal law, as added
51 by chapter 266 of the laws of 1964, is REPEALED.
52 § 11-a. Notwithstanding any other provision of law to the contrary,
53 any existing records, property, rights, titles and interest of the Wash-
54 ingtonville urban renewal agency shall vest in and be possessed by the
55 village of Washingtonville and its successors or assigns.

1 § 12. Title 11 of article 15-B of the general municipal law is

3 § 13. Title 12 of article 15-B of the general municipal law, as added
4 by chapter 266 of the laws of 1964, is REPEALED.

6 any existing records, property, rights, titles and interest of the
7 Tarrytown urban renewal agency shall vest in and be possessed by the
8 village of Tarrytown and its successors or assigns.
9 § 14. Title 13 of article 15-B of the general municipal law is
10 REPEALED.
11 § 14-a. Notwithstanding any other provision of law to the contrary,
12 any existing records, property, rights, titles and interest of the
13 Plattsburgh urban renewal agency shall vest in and be possessed by the
14 city of Plattsburgh and its successors or assigns.
15 § 15. Title 18 of article 15-B of the general municipal law is
16 REPEALED.
17 § 15-a. Notwithstanding any other provision of law to the contrary,
18 any existing records, property, rights, titles and interest of the
19 Woodridge urban renewal agency shall vest in and be possessed by the
20 village of Woodridge and its successors or assigns.
21 § 16. Title 19 of article 15-B of the general municipal law is
22 REPEALED.
23 § 16-a. Notwithstanding any other provision of law to the contrary,
24 any existing records, property, rights, titles and interest of the Pots-
25 dam urban renewal agency shall vest in and be possessed by the town of
26 Potsdam and its successors or assigns.
27 § 17. Title 21 of article 15-B of the general municipal law is
28 REPEALED.
29 § 17-a. Notwithstanding any other provision of law to the contrary,
30 any existing records, property, rights, titles and interest of the
31 Lancaster urban renewal agency shall vest in and be possessed by the
32 town of Lancaster and its successors or assigns.
33 § 18. Title 25 of article 15-B of the general municipal law is
34 REPEALED.
35 § 18-a. Notwithstanding any other provision of law to the contrary,
36 any existing records, property, rights, titles and interest of the
37 Gouverneur urban renewal agency shall vest in and be possessed by the
38 town of Gouverneur and its successors or assigns.
39 § 18-b. Title 26 of article 15-B of the general municipal law is
40 REPEALED.
41 § 18-c. Notwithstanding any other provision of law to the contrary,
42 any existing records, property, rights, titles, and interest of the
43 Lockport urban renewal agency shall vest in and be possessed by the
44 village of Lockport and its successors or assigns.
45 § 19. Title 27 of article 15-B of the general municipal law is
46 REPEALED.
47 § 19-a. Notwithstanding any other provision of law to the contrary,
48 any existing records, property, rights, titles and interest of the
49 village of Clayville urban renewal agency shall vest in and be possessed
50 by the village of Clayville and its successors or assigns.
51 § 20. Title 27-A of article 15-B of the general municipal law is
52 REPEALED.
53 § 20-a. Notwithstanding any other provision of law to the contrary,
54 any existing records, property, rights, titles and interest of the
55 village of Walden urban renewal agency shall vest in and be possessed by
56 the village of Walden and its successors or assigns.

17 village of Pawling urban renewal agency shall vest in and be possessed
18 by the village of Pawling and its successors or assigns.
19 § 24. Title 32 of article 15-B of the general municipal law is
20 REPEALED.
21 § 24-a. Notwithstanding any other provision of law to the contrary,
22 any existing records, property, rights, titles, and interest of the
23 Newburgh community development agency shall vest in and be possessed by
24 the city of Newburgh and its successors or assigns.
25 § 25. Title 33 of article 15-B of the general municipal law is
26 REPEALED.
27 § 25-a. Notwithstanding any other provision of law to the contrary,
28 any existing records, property, rights, titles and interest of the Bald-
29 winsville urban renewal agency shall vest in and be possessed by the
30 village of Baldwinsville and its successors or assigns.

35 village of Hamburg urban renewal agency shall vest in and be possessed
36 by the village of Hamburg and its successors or assigns.
37 § 27. Title 38 of article 15-B of the general municipal law is

41 nac Lake urban renewal agency shall vest in and be possessed by the

53 any existing real property shall pass to the village in which it is
54 located, and if outside the limits of any village, to the town in which
55 located. All other property of the Monroe regional parking authority

17 obligations and liabilities of the Broome county resource recovery agen-
18 cy shall vest in and be possessed by Broome county and its successors or
19 assigns.
20 § 122. Title 13-K of article 8 of the public authorities law is
21 REPEALED.
22 § 122-a. Notwithstanding any other provision of law to the contrary,
23 any existing records, property, rights, titles and interest and all
24 obligations and liabilities of the county of Essex solid waste manage-
25 ment authority shall vest in and be possessed by Essex county and its
26 successors or assigns.
27 § 123. Title 13-J of article 8 of the public authorities law is
28 REPEALED.
29 § 123-a. Notwithstanding any other provision of law to the contrary,
30 any existing records, property, rights, titles and interest and all
31 obligations and liabilities of the town of Brookhaven resource recovery
32 agency shall vest in and be possessed by the town of Brookhaven and its
33 successors or assigns.
34 § 124. Title 13-L of article 8 of the public authorities law, as added
35 by chapter 391 of the laws of 1992, is REPEALED.
36 § 124-a. Notwithstanding any other provision of law to the contrary,
37 any existing records, property, rights, titles and interest and all
38 obligations and liabilities of the greater Troy area solid waste manage-
39 ment authority shall vest in and be possessed by the city of Troy and
40 its successors or assigns.
41 § 125. Title 14-A of article 8 of the public authorities law is
42 REPEALED.
43 § 125-a. Notwithstanding any other provision of law to the contrary,
44 any existing records, property, rights, titles and interest and all
45 obligations and liabilities of the city of Peekskill civic center
46 authority shall vest in and be possessed by the city of Peekskill and
47 its successors or assigns.
48 § 126. Title 28-C of article 8 of the public authorities law is
49 REPEALED.
50 § 126-a. Notwithstanding any other provision of law to the contrary,
51 any existing records, property, rights, titles and interest and all
52 obligations and liabilities of the county of Chautauqua sports, recre-
53 ation and cultural authority shall vest in and be possessed by Chautau-
54 qua county and its successors or assigns.
55 § 127. Article 2-D of the transportation law is REPEALED.

1 § 127-a. Notwithstanding any other provision of law to the contrary,
2 any minutes, annual reports, property, rights, liabilities, obligations
3 or records of the Utica transit authority, including but not limited to
4 those required by the federal government or any of its agencies, the
5 state comptroller, or the commissioner of transportation, shall vest in
6 and be possessed by the central New York regional transportation author-
7 ity and its successors or assigns.
8 § 128. Separability clause. If any clause, sentence, paragraph,
9 section or part of this act shall be adjudged by any court of competent
10 jurisdiction to be invalid such judgment shall not affect, impair or
11 invalidate the remainder of this act, but shall be confined in its oper-
12 ation to the clause, sentence, paragraph, section or part thereof
13 directly involved in the controversy in which such judgment shall have
14 been rendered.
15 § 129. This act shall take effect on the sixtieth day after it shall
16 have become a law.
