AN ACT to amend the public authorities law, in relation to directing the
New York state energy research and development authority to prepare a
report regarding the replacement of decommissioned or dormant electric
generating sites with renewable energy development and energy storage
opportunities
The People of the State of New York, represented in Senate and Assem-bly, do enact as follows:
1 Section 1. Subdivision 1 of section 1902 of the public authorities law
2 is amended by adding a new paragraph (c) to read as follows:
3 (c) Within eighteen months of the effective date of this paragraph,
4 the authority shall prepare a report to be submitted to the governor,
5 the temporary president of the senate and the speaker of the assembly,
6 that at a minimum contains:
7 (i) a survey of decommissioned or dormant electric generating sites in
8 the state, and plants expected to be decommissioned or dormant in the
9 next eighteen months;
10 (ii) an identification of renewable energy development and energy
11 storage opportunities at each such decommissioned or dormant electric
12 generating sites, and whether such site should be a build ready site,
13 and if not, why not;
14 (iii) an assessment of the economic impacts on affected communities of
15 repowering dormant electric generating sites with renewable energy, and
16 energy storage projects, including impacts to the local tax base and
17 local employment; and
18 (iv) an assessment of the impacts on electric system reliability.
19 § 2. This act shall take effect immediately, provided, however that
20 the amendments to section 1902 of the public authorities law made by
21 section one of this act shall not affect the expiration and repeal of
22 such section and shall expire and be deemed repealed therewith.
