        Introduced  by  Sens.  OPPENHEIMER,  HASSELL-THOMPSON  -- read twice and
          ordered printed, and when printed to be committed to the Committee  on
          Local Government
 
        AN ACT to amend the county law, in relation to sewer district extensions
          in the New York city watershed
 
          The  People of the State of New York, represented in Senate and Assem-

        bly, do enact as follows:
 
     1    Section 1. The county law is amended by adding a new  section  851  to
     2  read as follows:
     3    §  851.  Sewer  district  extensions  in  the New York city watershed.
     4  Where any county which has received funding from the city  of  New  York
     5  for the purposes of preserving the quality of the waters of the New York
     6  city  watershed,  in  which there are any properties within such county,
     7  specifically including all that property or properties within the County
     8  of Westchester as follows: all properties within the  town  of  Yorktown
     9  contained within a perimeter commencing at the intersection of Lake Road
    10  and  Crow  Hill  Road,  proceeding  northeasterly along Lake Road to its

    11  intersection with the New Castle-Yorktown border, then proceeding south-
    12  erly along the New Castle-Yorktown border to the  intersection  of  Crow
    13  Hill  Road,  then northwesterly along Crow Hill Road to its intersection
    14  with Lake Hill Road, the point of beginning; and all  properties  within
    15  the  town of New Castle contained within the perimeter commencing at the
    16  intersection of Lake Hill  Road  and  the  New  Castle-Yorktown  border,
    17  proceeding  easterly  along  Lake  Hill  Road  to the New Castle-Bedford
    18  border, then proceeding southerly along the New Castle-Bedford border to
    19  the New Castle-Mt. Kisco border, then  due  westerly  along  a  straight
    20  westerly  line from the intersection of the New Castle-Bedford-Mt. Kisco

    21  border to Kisco Park Drive, then westerly along Kisco Park Drive to Main
    22  Street, then southerly along Main Street to Crow Hill Road, then wester-
    23  ly along Crow Hill Road to the New Castle-Yorktown border then  proceed-
    24  ing  northerly  along the Yorktown-New Castle border to the intersection

     1  with Lake Hill Road, the point of beginning; and all  properties  within
     2  the  Town  of  Bedford  contained  within  a perimeter commencing at the

     3  intersection of Lake Hill Road/Meeting House Road and  the  New  Castle-
     4  Bedford  border  then  proceeding easterly along Lake Hill/Meeting House
     5  Road to Croton Lake Road then southerly on Croton Lake  Road  until  the
     6  intersection  of Pine Bridges Road then westerly on Pine Bridges Road to
     7  the intersection with the Bedford-New Castle border to the  intersection
     8  with  Lake Hill Road/Meeting House Road, the point of beginning; and all
     9  properties within the town of Chappaqua adjoining and along Random Farms
    10  Drive and Random Farms Circle; then such county shall within one hundred
    11  eighty days of the request of the owners of such property or properties,
    12  commence the construction of an extension or  extensions  of  the  sewer

    13  district  to  which  the  closest  possible sewer line belongs, so as to
    14  include such property or properties within such district.  The  complete
    15  capital  cost  of  the  extension  or extensions of such sewer district,
    16  together with any necessary pump stations or appurtenances ancillary for
    17  its effective operation shall be borne exclusively  by  the  county  and
    18  shall not be charged back to such owners of such property or properties;
    19  provided,  however,  that  such costs to be borne by the county shall be
    20  limited to any amounts on account received from funds from the  city  of
    21  New York for the purposes of preserving the quality of the waters of the
    22  New York city watershed. Any sewer district to which a property or prop-

    23  erties are connected pursuant to this section may collect the same oper-
    24  ational  charges  from  the  owners  of  such  property or properties so
    25  connected, as was collected from the other properties  of  the  district
    26  prior to such new extension.
    27    § 2.  This act shall take effect immediately.
