        Introduced  by  Sen.  RANZENHOFER -- read twice and ordered printed, and
          when printed to be committed to the Committee on Finance --  recommit-
          ted to the Committee on Finance in accordance with Senate Rule 6, sec.
          8  -- committee discharged, bill amended, ordered reprinted as amended
          and recommitted to said committee
 

        AN ACT to amend the executive law, in relation to the prohibition of new
          or extensions of existing contracts by the state or  any  municipality
          to  provide  a  person with the use of a vehicle on a twenty-four hour
          basis
 
          The People of the State of New York, represented in Senate and  Assem-
        bly, do enact as follows:
 
     1    Section  1. The executive law is amended by adding a new section 162-a
     2  to read as follows:
     3    § 162-a. Contracts for the  use  of  vehicles.    Notwithstanding  any
     4  inconsistent  provision of law, general, special or local, the state and
     5  any municipal subdivision thereof and  any  department,  bureau,  board,
     6  commission,  authority  or  any  other  agency or instrumentality of the
     7  state or any municipal subdivision thereof shall not  provide  or  enter

     8  into  a  contract  or agreement or extension or amendment of an existing
     9  contract or agreement to provide any person the use of a  vehicle  on  a
    10  twenty-four hour basis.
    11    § 2. This act shall take effect April 1, 2013.
