        Introduced by Sen. ANTONACCI -- read twice and ordered printed, and when
          printed  to be committed to the Committee on Corporations, Authorities
          and Commissions
 
        AN ACT to amend the public  authorities  law,  in  relation  to  certain
          applications  made  to  the  New York state public authorities control
          board

          The People of the State of New York, represented in Senate and  Assem-
        bly, do enact as follows:
 
     1    Section  1.  Subdivision 1 of section 51 of the public authorities law
     2  is amended by adding a new undesignated paragraph to read as follows:
     3    Any application made concerning a proposed project involving  a  loan,
     4  job  retention  or  job  creation requirements shall include the project
     5  memorandum of understanding or other document that outlines  the  agree-
     6  ment  between  the  parties.  If  it  is determined that any information
     7  contained in such memorandum of understanding is proprietary, the  urban
     8  development corporation may apply to the state comptroller to review and
     9  determine  what  proprietary  information  should  be  redacted prior to
    10  review by the board.
    11    § 2. This act shall take effect immediately.
