        AN ACT to amend chapter 118 of the laws of 1969, relating to a  separate
          union free school district in the town of Greenburgh, in the county of
          Westchester, in relation to clarifying the authority of the Greenburgh
          North  Castle  Union  Free School District to lease certain properties
          and to expand its boundaries
 
          The People of the State of New York, represented in Senate and  Assem-
        bly, do enact as follows:
 
     1    Section 1. Section 2-a of chapter 118 of the laws of 1969, relating to
     2  a  separate  union free school district in the town of Greenburgh in the
     3  county of Westchester, as added by chapter 224 of the laws of  2010,  is
     4  amended to read as follows:

     5    §  2-a.    Notwithstanding  any  other law, rule, or regulation to the
     6  contrary, in addition to the powers granted by section two of this  act,
     7  subject  to the approval of the New York state education department, the
     8  board of education shall be authorized to lease, and expand the  bounda-
     9  ries of the school district for the duration of the applicable leases to
    10  include,  properties  located at 108 Shonnard Place in the city of Yonk-
    11  ers, county of Westchester, and at 1700 Old Orchard Place in the village
    12  of Valhalla, county of Westchester for the purpose of providing instruc-
    13  tion to students enrolled in the school district.
    14    § 2. Section 2-a of chapter 118 of the laws of  1969,  relating  to  a
    15  separate  union  free  school district in the town of Greenburgh, in the

    16  county of Westchester, as added by chapter 226 of the laws of  2010,  is
    17  amended to read as follows:

     1    §  [2-a]  2-b.   Notwithstanding any other law, rule, or regulation to
     2  the contrary, in addition to the powers granted by section two  of  this
     3  act, subject to the approval of the New York state education department,
     4  the  board  of education shall be authorized to lease and expand bounda-
     5  ries  of  properties located at 623 Blooming Grove Turnpike, in the town

     6  of New Windsor, county of Orange, to be known as the Kaplan Career Acad-
     7  emy, for the purpose of providing instruction to  students  enrolled  in
     8  the school district.
     9    §  3.  Chapter  118  of the laws of 1969, relating to a separate union
    10  free school district in the town of Greenburgh, in the county  of  West-
    11  chester,  is  amended  by adding two new sections 2-c and 2-d to read as
    12  follows:
    13    § 2-c.  Notwithstanding any other provision of law, rule or regulation
    14  to the contrary, subject to the approval of the New York state education
    15  department, the board of education shall  be  authorized  to  lease  and
    16  expand  boundaries  of properties located at 45 East Gainsborg Avenue in
    17  the village of West Harrison, county of Westchester, to be known as  the

    18  REACH  Academy,  and to enter into any agreements necessary to carry out
    19  such authority, for the purpose of  providing  instruction  to  students
    20  enrolled in the Greenburgh North Castle union free school district.
    21    §  2-d. Notwithstanding any other provision of law, rule or regulation
    22  to the contrary, subject to the approval of the New York state education
    23  department, the board of education shall  be  authorized  to  lease  and
    24  expand  boundaries  of  properties located at 100 North Broadway, in the
    25  village of Irvington, county of Westchester, to be known as  the  Green-
    26  burgh  Academy,  and to enter into any agreements necessary to carry out
    27  such authority, for the purpose of  providing  instruction  to  students

    28  enrolled in the Greenburgh North Castle union free school district.
    29    §  4.  The  actions  of the board of education of the Greenburgh North
    30  Castle union free school district in entering into a lease of properties
    31  located at 45 East Gainsborg Avenue in the  village  of  West  Harrison,
    32  county  of Westchester, and 100 North Broadway in the village of Irving-
    33  ton, Westchester County prior to the effective  date  of  this  act  are
    34  hereby  ratified,  validated  and confirmed notwithstanding its location
    35  outside of the school district boundaries.
    36    § 5. (a) Notwithstanding any provision of law  to  the  contrary,  the
    37  board  of  education  of  the  Greenburgh North Castle union free school
    38  district number twelve, created pursuant to chapter 118 of the  laws  of
    39  1969,  as  amended,  shall be authorized to purchase property located at

    40  the site of the Jennie Clarkson Campus (1700 Old Orchard Street, Valhal-
    41  la, New York 10595) in the County of Westchester from St.  Christopher's
    42  Inc.
    43    (b) Notwithstanding any provision of law to the contrary, the dormito-
    44  ry  authority,  St.  Christopher's  Inc. and the Greenburgh North Castle
    45  union free school district number twelve, of the towns of Greenburgh and
    46  North Castle, in the county of Westchester, are each  hereby  authorized
    47  to  enter  into such agreements as the dormitory authority deems reason-
    48  able or necessary to comply with the requirements of subdivision (a)  of
    49  this  section  and  to provide for the performance of the obligations of
    50  St. Christopher's Inc. and the Greenburgh North Castle union free school
    51  district number twelve, in accordance with the provisions of title 4  of
    52  article 8 of the public authorities law.

    53    (c)  Nothing  in  this  chapter  shall  authorize the Greenburgh North
    54  Castle union free school district number twelve, of the towns of  Green-
    55  burgh and North Castle, and St. Christopher's Inc. from effectuating the
    56  transactions  authorized  under  this  act  without  first obtaining any

     1  governmental approvals, consents, licenses,  permits  and  accreditation
     2  otherwise  required under law, which shall include but not be limited to
     3  programmatic approval of the commissioner of education.
     4    § 6. This act shall take effect immediately.
