        Introduced  by  Sen.  YOUNG  -- read twice and ordered printed, and when
          printed to be committed to the Committee on Higher Education
 
        AN ACT to amend the education law, in relation to the practice of veter-
          inary medicine
 
          The People of the State of New York, represented in Senate and  Assem-
        bly, do enact as follows:
 

     1    Section  1.  Section  6701 of the education law, as amended by chapter
     2  234 of the laws of 1996, is amended to read as follows:
     3    § 6701. Definition of practice of veterinary medicine.   The  practice
     4  of  the  profession  of  veterinary  medicine  is defined as diagnosing,
     5  treating, operating, or prescribing for any animal disease, pain,  inju-
     6  ry,  deformity  or  dental  or  physical  condition, or the subcutaneous
     7  insertion of a microchip intended to be  used  to  identify  an  animal.
     8  "Animal" includes every living creature except a human being.
     9    §  2.  Section  6705  of  the education law is amended by adding a new
    10  paragraph 14 to read as follows:
    11    14. Any person who can demonstrate to the satisfaction of the  commis-
    12  sioner  that  he  or she was engaged in the practice of what is commonly

    13  referred to as "floating teeth" or bite adjustment shall be exempt  from
    14  the requirement to be licensed for the limited purpose of floating teeth
    15  or bite adjustment in horses.
    16    § 3. This act shall take effect immediately.
