AN ACT to amend the education law, in relation to state college attend-
ance awards for students who maintain a certain minimum cumulative
average throughout high school
The People of the State of New York, represented in Senate and Assem-bly, do enact as follows:
1 Section 1. The education law is amended by adding a new section 670-c
2 to read as follows:
3 § 670-c. State college attendance awards. 1. In addition to any other
4 academic performance award granted pursuant to this chapter, an eligible
5 student shall receive one thousand dollars annually, provided such
6 student enrolls in an associate or baccalaureate degree program at a
7 public postsecondary institution located in this state within one year
8 of such student's completion of the core requirements for graduation
9 from a public high school located in this state.
10 2. Eligibility. An eligible student shall be a student who:
11 (a) has attended an approved public high school program located in
12 this state from grades nine through twelve; and
13 (b) has maintained a minimum 3.0 cumulative average for each of all
14 semesters of such student's attendance in such approved high school
15 program located in this state.
16 3. Duration. A state college attendance award shall entitle the recip-
17 ient to an annual award for not more than four academic years of under-
18 graduate study, provided such student maintains the minimum academic
19 standards for such postsecondary institution; and provided further such
20 student remains enrolled in a public postsecondary institution until the
21 completion of his or her terminal degree.
22 4. Amount. (a) Eligible students entering a community college with a
23 two year degree program shall receive one thousand dollars for each of
24 two years, or a maximum of two thousand dollars; and

1 (b) Eligible students entering a public four year college or universi-
2 ty shall receive one thousand dollars for each of four years, or a maxi-
3 mum of four thousand dollars.
4 (c) In no event shall the amount of the annual awards exceed the
5 recipient's cost of attendance at the institution attended. Cost of
6 attendance shall mean tuition, required fees, laboratory and other
7 instruction related expenses, books, transportation, and room and board.
8 Anything in this article to the contrary notwithstanding, a recipient of
9 a scholarship pursuant to this section may concurrently receive with
10 such award any other academic or general award for which he or she may
11 be eligible; provided, however, in no event shall a recipient be awarded
12 a scholarship in any amount where the combination of all such awards
13 would exceed the recipient's cost of attendance at the institution.
14 § 2. This act shall take effect on the one hundred eightieth day after
15 it shall have become a law. Effective immediately, the addition, amend-
16 ment and/or repeal of any rule or regulation necessary for the implemen-
17 tation of this act on its effective date is authorized to be made and
18 completed on or before such effective date.
