        Introduced  by  Sen.  BOYLE  -- read twice and ordered printed, and when
          printed to be committed to the Committee on Finance
 
        AN ACT to amend the state finance  law,  in  relation  to  enacting  the
          "digital  home  act" to assist municipalities with paperwork reduction
          initiatives
 
          The People of the State of New York, represented in Senate and  Assem-
        bly, do enact as follows:
 
     1    Section 1. This act shall be known as the "digital home act".
     2    §  2.  Subparagraphs  (vi),  (vii),  (viii) and (ix) of paragraph o of
     3  subdivision 10 of section 54 of the state  finance  law  are  renumbered
     4  subparagraphs (vii), (viii), (ix) and (x) and a new subparagraph (vi) is
     5  added to read as follows:
     6    (vi) Paperwork reduction project grants. (1) Within the annual amounts
     7  appropriated  therefor,  the  secretary  of  state may award competitive
     8  grants to municipalities to cover costs associated with reducing  paper-
     9  work usage and implementing digital alternatives to paper.
    10    (2) The maximum paperwork reduction project grant shall not exceed ten
    11  thousand dollars per municipality.
    12    (3)  Local  matching  funds  equal to ten percent of the total cost of
    13  activities under the grant work plan approved by the department of state
    14  shall be required.
    15    (4) Grants awarded to municipalities pursuant to this subparagraph may
    16  be included in calculations to demonstrate three year cost  savings  and
    17  efficiencies  for  government efficiency plans submitted to the director
    18  of the budget pursuant to subdivisions three and four of section three-d
    19  of the general municipal law.
    20    § 3. This act shall take effect on the ninetieth day  after  it  shall
    21  have become a law.
