AN ACT to repeal certain provisions of the general municipal law relat-
ing to urban renewal agencies; to repeal certain provisions of the
general municipal law relating to industrial development agencies; to
repeal certain provisions of the public authorities law relating to
certain authorities; to transfer any books, records and remaining
rights of any dissolved authority to an identifiable location; and to
amend the general municipal law, in relation to the termination of
industrial development agencies
The People of the State of New York, represented in Senate and Assem-bly, do enact as follows:
1 Section 1. Title 2 of article 15-B of the general municipal law is
2 REPEALED.
3 § 2. Notwithstanding any other provision of law to the contrary, any
4 existing records, property, rights, titles and interest of the Sloats-
5 burg urban renewal agency shall vest in and be possessed by the village
6 of Sloatsburg and its successors or assigns.
7 § 3. Title 6 of article 15-B of the general municipal law, as amended
8 by chapter 209 of the laws of 1976, is REPEALED.
9 § 4. Notwithstanding any other provision of law to the contrary, any
10 existing records, property, rights, titles and interest of the Beacon
11 community development agency shall vest in and be possessed by the city
12 of Beacon and its successors or assigns.

3 § 6. Notwithstanding any other provision of law to the contrary, any
4 existing records, property, rights, titles and interest of the Norwich
5 urban renewal agency shall vest in and be possessed by the city of
6 Norwich and its successors or assigns.
7 § 7. Title 7 of article 15-B of the general municipal law, as added by
8 chapter 266 of the laws of 1964, is REPEALED.
9 § 8. Notwithstanding any other provision of law to the contrary, any
10 existing records, property, rights, titles and interest of the Nyack
11 urban renewal agency shall vest in and be possessed by the village of
12 Nyack and its successors or assigns.
13 § 9. Title 7 of article 15-B of the general municipal law, as added by
14 chapter 914 of the laws of 1964, is REPEALED.
15 § 10. Notwithstanding any other provision of law to the contrary, any
16 existing records, property, rights, titles and interest of the Peekskill
17 community development agency shall vest in and be possessed by the city
18 of Peekskill and its successor or assigns.
19 § 11. Title 8 of article 15-B of the general municipal law, as added
20 by chapter 266 of the laws of 1964, is REPEALED.
21 § 12. Notwithstanding any other provision of law to the contrary, any
22 existing records, property, rights, titles and interest of the Mount
23 Kisco urban renewal agency shall vest in and be possessed by the village
24 of Mount Kisco and its successors or assigns.
25 § 13. Title 8 of article 15-B of the general municipal law, as added
26 by chapter 603 of the laws of 1964, is REPEALED.
27 § 14. Notwithstanding any other provision of law to the contrary, any
28 existing records, property, rights, titles and interest of the Island
29 Park urban renewal agency shall vest in and be possessed by the village
30 of Island Park and its successors or assigns.
31 § 15. Title 9 of article 15-B of the general municipal law is
32 REPEALED.
33 § 16. Notwithstanding any other provision of law to the contrary, any
34 existing records, property, rights, titles and interest of the Ellen-
35 ville urban renewal agency shall vest in and be possessed by the village
36 of Ellenville and its successors or assigns.
37 § 17. Title 10 of article 15-B of the general municipal law, as added
38 by chapter 83 of the laws of 1964, is REPEALED.
39 § 18. Notwithstanding any other provision of law to the contrary, any
40 existing records, property, rights, titles and interest of the Hornell
41 urban renewal agency shall vest in and be possessed by the city of
42 Hornell and its successors or assigns.
43 § 19. Title 10 of article 15-B of the general municipal law, as added
44 by chapter 266 of the laws of 1964, is REPEALED.
45 § 20. Notwithstanding any other provision of law to the contrary, any
46 existing records, property, rights, titles and interest of the Washing-
47 tonville urban renewal agency shall vest in and be possessed by the
48 village of Washingtonville and its successors or assigns.
49 § 21. Title 11 of article 15-B of the general municipal law is
50 REPEALED.
51 § 22. Notwithstanding any other provision of law to the contrary, any
52 existing records, property, rights, titles and interest of the Mamaro-
53 neck urban renewal agency shall vest in and be possessed by the village
54 of Mamaroneck and its successors or assigns.
55 § 23. Title 13 of article 15-B of the general municipal law is
56 REPEALED.

2 existing records, property, rights, titles and interest of the Platts-
3 burgh urban renewal agency shall vest in and be possessed by the city of
4 Plattsburgh and its successors or assigns.

6 REPEALED.
7 § 26. Notwithstanding any other provision of law to the contrary, any
8 existing records, property, rights, titles and interest of the Woodridge
9 urban renewal agency shall vest in and be possessed by the village of
10 Woodridge and its successors or assigns.
11 § 27. Title 19 of article 15-B of the general municipal law is
12 REPEALED.
13 § 28. Notwithstanding any other provision of law to the contrary, any
14 existing records, property, rights, titles and interest of the Potsdam
15 urban renewal agency shall vest in and be possessed by the town of Pots-
16 dam and its successors or assigns.
17 § 29. Title 21 of article 15-B of the general municipal law is
18 REPEALED.
19 § 30. Notwithstanding any other provision of law to the contrary, any
20 existing records, property, rights, titles and interest of the Lancaster
21 urban renewal agency shall vest in and be possessed by the town of
22 Lancaster and its successors or assigns.
23 § 31. Title 25 of article 15-B of the general municipal law is
24 REPEALED.
25 § 32. Notwithstanding any other provision of law to the contrary, any
26 existing records, property, rights, titles and interest of the Gouvern-
27 eur urban renewal agency shall vest in and be possessed by the town of
28 Gouverneur and its successors or assigns.
29 § 33. Title 27 of article 15-B of the general municipal law is
30 REPEALED.
31 § 34. Notwithstanding any other provision of law to the contrary, any
32 existing records, property, rights, titles and interest of the village
33 of Clayville urban renewal agency shall vest in and be possessed by the
34 village of Clayville and its successors or assigns.
35 § 35. Title 27-A of article 15-B of the general municipal law is
36 REPEALED.
37 § 36. Notwithstanding any other provision of law to the contrary, any
38 existing records, property, rights, titles and interest of the village
39 of Walden urban renewal agency shall vest in and be possessed by the
40 village of Walden and its successors or assigns.
41 § 37. Title 29 of article 15-B of the general municipal law is
42 REPEALED.
43 § 38. Notwithstanding any other provision of law to the contrary, any

45 urban renewal agency shall vest in and be possessed by the village of

53 § 41. Title 31 of article 15-B of the general municipal law is
54 REPEALED.
55 § 42. Notwithstanding any other provision of law to the contrary, any
56 existing records, property, rights, titles and interest of the village

11 § 46. Notwithstanding any other provision of law to the contrary, any
12 existing records, property, rights, titles and interest of the Baldwins-
13 ville urban renewal agency shall vest in and be possessed by the village
14 of Baldwinsville and its successors or assigns.
15 § 47. Title 35 of article 15-B of the general municipal law is
16 REPEALED.
17 § 48. Notwithstanding any other provision of law to the contrary, any
18 existing records, property, rights, titles and interest of the village
19 of Hamburg urban renewal agency shall vest in and be possessed by the
20 village of Hamburg and its successors or assigns.
21 § 49. Title 38 of article 15-B of the general municipal law is
22 REPEALED.
23 § 50. Notwithstanding any other provision of law to the contrary, any
24 existing records, property, rights, titles and interest of the Saranac
25 Lake urban renewal agency shall vest in and be possessed by the village
26 of Saranac Lake and its successors or assigns.
27 § 51. Title 40 of article 15-B of the general municipal law is
28 REPEALED.
29 § 52. Notwithstanding any other provision of law to the contrary, any
30 existing records, property, rights, titles and interest of the Tuckahoe
31 urban renewal agency shall vest in and be possessed by the village of
32 Tuckahoe and its successors or assigns.
33 § 53. Title 42 of article 15-B of the general municipal law is
34 REPEALED.
35 § 54. Notwithstanding any other provision of law to the contrary, any
36 existing records, property, rights, titles and interest of the Palmyra
37 urban renewal agency shall vest in and be possessed by the village of
38 Palmyra and its successors or assigns.
39 § 55. Title 43 of article 15-B of the general municipal law is
40 REPEALED.
41 § 56. Notwithstanding any other provision of law to the contrary, any
42 existing records, property, rights, titles and interest of the Newark
43 urban renewal agency shall vest in and be possessed by the village of
44 Newark and its successors or assigns.
45 § 57. Title 44 of article 15-B of the general municipal law is
46 REPEALED.
47 § 58. Notwithstanding any other provision of law to the contrary, any
48 existing records, property, rights, titles and interest of the Salamanca
49 urban renewal agency shall vest in and be possessed by the city of Sala-
50 manca and its successors or assigns.
51 § 59. Title 45 of article 15-B of the general municipal law is
52 REPEALED.
53 § 60. Notwithstanding any other provision of law to the contrary, any
54 existing records, property, rights, titles and interest of the village
55 of East Rochester urban renewal agency shall vest in and be possessed by

23 Beach urban renewal agency shall vest in and be possessed by the city of
24 Long Beach and its successors or assigns.
25 § 69. Title 57 of article 15-B of the general municipal law is
26 REPEALED.
27 § 70. Notwithstanding any other provision of law to the contrary, any
28 existing records, property, rights, titles and interest of the village
29 of Hilton urban renewal agency shall vest in and be possessed by the
30 village of Hilton and its successors or assigns.
31 § 71. Title 62 of article 15-B of the general municipal law is
32 REPEALED.
33 § 72. Notwithstanding any other provision of law to the contrary, any

20 existing records, property, rights, titles and interest of the town of
21 Orangetown community development agency shall vest in and be possessed
22 by the town of Orangetown and its successors or assigns.
23 § 143. Section 890-g of the general municipal law is REPEALED.
24 § 144. Notwithstanding any other provision of law to the contrary, any
25 existing records, property, rights, titles and interest and all obli-
26 gations and liabilities of the village of Greenport industrial develop-
27 ment agency shall vest in and be possessed by the town of Greenport and
28 its successors or assigns.
29 § 145. Section 894 of the general municipal law is REPEALED.
30 § 146. Notwithstanding any other provision of law to the contrary, any
31 existing records, property, rights, titles and interest and all obli-
32 gations and liabilities of the town of Queensbury industrial development
33 agency shall vest in and be possessed by the town of Queensbury and its
34 successors or assigns.
35 § 147. Section 907-b of the general municipal law is REPEALED.
36 § 148. Notwithstanding any other provision of law to the contrary, any
37 existing records, property, rights, titles and interest and all obli-
38 gations and liabilities of the city of Beacon industrial development
39 agency shall vest in and be possessed by the city of Beacon and its
40 successors or assigns.
41 § 149. Section 913-a of the general municipal law is REPEALED.
42 § 150. Notwithstanding any other provision of law to the contrary,
43 records, property, rights, titles and interest and all obligations and
44 liabilities of the town of East Greenbush industrial development agency
45 shall vest in and be possessed by the town of East Greenbush and its
46 successors or assigns.
47 § 151. Section 915 of the general municipal law is REPEALED.
48 § 152. Notwithstanding any other provision of law to the contrary, any
49 existing records, property, rights, titles and interest and all obli-
50 gations and liabilities of the Deerpark industrial development agency
51 shall vest in and be possessed by the town of Deerpark and its succes-
52 sors or assigns.
53 § 153. Section 922-c of the general municipal law is REPEALED.
54 § 154. Notwithstanding any other provision of law to the contrary, any
55 existing records, property, rights, titles and interest and all obli-
56 gations and liabilities of the town of East Hampton industrial develop-

1 ment agency shall vest in and be possessed by the town of East Hampton
2 and its successors or assigns.
3 § 155. Section 925-b of the general municipal law is REPEALED.
4 § 156. Notwithstanding any other provision of law to the contrary, any
5 existing records, property, rights, titles and interest and all obli-
6 gations and liabilities of the town of Carmel industrial development
7 agency shall vest in and be possessed by the town of Carmel and its
8 successors or assigns.
9 § 157. Section 925-d of the general municipal law is REPEALED.
10 § 158. Notwithstanding any other provision of law to the contrary, any
11 existing records, property, rights, titles and interest and all obli-
12 gations and liabilities of the town of Oyster Bay industrial development
13 agency shall vest in and be possessed by the town of Oyster Bay and its
14 successors or assigns.
15 § 159. Section 925-j of the general municipal law is REPEALED.
16 § 160. Notwithstanding any other provision of law to the contrary, any
17 existing records, property, rights, titles and interest and all obli-
18 gations and liabilities of the city of Watervliet industrial development
19 agency shall vest in and be possessed by the city of Watervliet and its
20 successors or assigns.
21 § 161. Section 925-l of the general municipal law, as added by chapter
22 623 of the laws of 1980, is REPEALED.
23 § 162. Notwithstanding any other provision of law to the contrary, any
24 existing records, property, rights, titles and interest and all obli-
25 gations and liabilities of the town of Schodack industrial development
26 agency shall vest in and be possessed by the town of Schodack and its
27 successors or assigns.
28 § 163. Section 925-o of the general municipal law is REPEALED.
29 § 164. Notwithstanding any other provision of law to the contrary, any
30 existing records, property, rights, titles and interest and all obli-
31 gations and liabilities of the village of Horseheads industrial develop-
32 ment agency shall vest in and be possessed by the village of Horseheads
33 and its successors or assigns.
34 § 165. Section 925-x of the general municipal law is REPEALED.
35 § 166. Notwithstanding any other provision of law to the contrary, any
36 existing records, property, rights, titles and interest and all obli-
37 gations and liabilities of the village of Lake Placid industrial devel-
38 opment agency shall vest in and be possessed by the village of Lake
39 Placid and its successors or assigns.
40 § 167. Section 926-h of the general municipal law is REPEALED.
41 § 168. Notwithstanding any other provision of law to the contrary, any
42 existing records, property, rights, titles and interest and all obli-
43 gations and liabilities of the village of Keeseville industrial develop-
44 ment agency shall vest in and be possessed by the village of Keeseville
45 and its successors or assigns.
46 § 169. Section 926-n of the general municipal law is REPEALED.
47 § 170. Notwithstanding any other provision of law to the contrary, any
48 existing records, property, rights, titles and interest and all obli-
49 gations and liabilities of the town of Horseheads industrial development
50 agency shall vest in and be possessed by the town of Horseheads and its
51 successors or assigns.
52 § 171. Section 926-q of the general municipal law is REPEALED.
53 § 172. Notwithstanding any other provision of law to the contrary, any
54 existing records, property, rights, titles and interest and all obli-
55 gations and liabilities of the town of Dryden industrial development

1 agency shall vest in and be possessed by the town of Dryden and its
2 successors or assigns.
3 § 173. Title 70 of article 15-B of the general municipal law is
4 REPEALED.
5 § 174. Notwithstanding any other provision of law to the contrary, any
6 existing records, property, rights, titles and interest of the Troy
7 urban renewal agency shall vest in and be possessed by the city of Troy
8 and its successors or assigns.
9 § 175. Section 904-b of the general municipal law is REPEALED.
10 § 176. Notwithstanding any other provision of law to the contrary, any
11 existing records, property, rights, titles and interest and all obli-
12 gations and liabilities of the city of Oneida industrial development
13 agency shall vest in and be possessed by the city of Oneida and its
14 successors or assigns.
15 § 177. Section 907-c of the general municipal law is REPEALED.
16 § 178. Notwithstanding any other provision of law to the contrary, any
17 existing records, property, rights, titles and interest and all obli-
18 gations and liabilities of the town of Liberty industrial development
19 agency shall vest in and be possessed by the town of Liberty and its
20 successors or assigns.
21 § 179. Section 908-a of the general municipal law is REPEALED.
22 § 180. Notwithstanding any other provision of law to the contrary, any
23 existing records, property, rights, titles and interest and all obli-
24 gations and liabilities of the village of Monticello industrial develop-
25 ment agency shall vest in and be possessed by the village of Monticello
26 and its successors or assigns.
27 § 181. Section 923-e of the general municipal law is REPEALED.
28 § 182. Notwithstanding any other provision of law to the contrary, any
29 existing records, property, rights, titles and interest and all obli-
30 gations and liabilities of the Kent industrial development agency shall
31 vest in and be possessed by the town of Kent and its successors or
32 assigns.
33 § 183. Section 925 of the general municipal law is REPEALED.
34 § 184. Notwithstanding any other provision of law to the contrary, any
35 existing records, property, rights, titles and interest and all obli-
36 gations and liabilities of the Woodridge industrial development agency
37 shall vest in and be possessed by the village of Woodridge and its
38 successors or assigns.
39 § 185. Section 925-e of the general municipal law is REPEALED.
40 § 186. Notwithstanding any other provision of law to the contrary, any
41 existing records, property, rights, titles and interest and all obli-
42 gations and liabilities of the town of Fallsburg industrial development
43 agency shall vest in and be possessed by the town of Fallsburg and its
44 successors or assigns.
45 § 187. Section 925-u of the general municipal law is REPEALED.
46 § 188. Notwithstanding any other provision of law to the contrary, any
47 existing records, property, rights, titles and interest and all obli-
48 gations and liabilities of the town of Southampton industrial develop-
49 ment agency shall vest in and be possessed by the town of Southampton
50 and its successors or assigns.
51 § 189. Section 927-c of the general municipal law is REPEALED.
52 § 190. Notwithstanding any other provision of law to the contrary, any
53 existing records, property, rights, titles and interest and all obli-
54 gations and liabilities of the town of Altamont industrial development
55 agency shall vest in and be possessed by the town of Altamont and its
56 successors or assigns.

1 § 191. Section 882 of the general municipal law, as added by chapter
2 1030 of the laws of 1969, is amended to read as follows:
3 § 882. Termination of the agency. Whenever all of the bonds or notes
4 issued by the agency shall have been redeemed or cancelled, and all
5 straight-lease transactions have been terminated, the agency shall cease
6 to exist and all rights, titles, and interest and all obligations and
7 liabilities thereof vested in or possessed by the agency shall thereupon
8 vest in and be possessed by the municipality.
9 § 192. Separability clause. If any clause, sentence, paragraph,
10 section or part of this act shall be adjudged by any court of competent
11 jurisdiction to be invalid such judgment shall not affect, impair or
12 invalidate the remainder of this act, but shall be confined in its oper-
13 ation to the clause, sentence, paragraph, section or part thereof
14 directly involved in the controversy in which such judgment shall have
15 been rendered.
16 § 193. This act shall take effect on the sixtieth day after it shall
17 have become a law; provided, however, that section one hundred ninety-
18 one of this act shall be deemed to have been in full force and effect on
19 and after January 1, 2002.
