Go to top STATE OF NEW YORK ________________________________________________________________________ 5455 2021-2022 Regular Sessions IN SENATE March 5, 2021 ___________ Introduced by Sen. BAILEY -- read twice and ordered printed, and when printed to be committed to the Committee on Investigations and Govern- ment Operations AN ACT to amend the public buildings law, in relation to requiring the availability of hand sanitizer and toilet seat covers in all bathrooms The People of the State of New York, represented in Senate and Assem- bly, do enact as follows: 1 Section 1. The public buildings law is amended by adding a new section 2 147 to read as follows: 3 § 147. Bathroom requirements. 1. As used in this section: 4 (a) "state-owned" means any building owned by a state agency used for 5 official state business. 6 (b) "state-leased" means any building or portion of any building 7 leased by a state agency for office or residential occupancy. 8 2. The commissioner of general services shall require that all state- 9 owned and state-leased buildings provide: 10 (a) hand sanitizer dispensers at the entrance and exit of every bath- 11 room; and 12 (b) at least one toilet seat cover dispenser in every bathroom. 13 § 2. This act shall take effect on the one hundred twentieth day after 14 it shall have become a law. Effective immediately, the addition, amend- 15 ment and/or repeal of any rule or regulation necessary for the implemen- 16 tation of this act on its effective date are authorized to be made on or 17 before such date.
