        AN ACT to amend the executive law, in relation to suspending all  unnec-
          essary  travel  to  states  that permit discrimination on the basis of
          sexual orientation, gender identity, or gender expression
 
          The People of the State of New York, represented in Senate and  Assem-
        bly, do enact as follows:
 
     1    Section  1. The executive law is amended by adding a new section 170-g
     2  to read as follows:
     3    § 170-g. State-funded and state-sponsored travel.  1.  Notwithstanding
     4  any  law, rule or regulation to the contrary, all agencies, departments,
     5  boards, divisions, authorities and commissions shall review all requests
     6  for state-funded or state-sponsored travel to a state that, after  Janu-
     7  ary  first,  two  thousand  twenty-four, has enacted a law that voids or
     8  repeals, or has the effect of voiding or repealing,  existing  state  or
     9  local  protections  against discrimination on the basis of sexual orien-
    10  tation, gender identity, or gender expression or has enacted a law  that
    11  authorizes  or requires discrimination against same-sex couples or their
    12  families or on the basis of  sexual  orientation,  gender  identity,  or
    13  gender  expression, including any law that creates an exemption to anti-
    14  discrimination laws in order to permit discrimination  against  same-sex
    15  couples  or their families or on the basis of sexual orientation, gender
    16  identity, or gender expression.
    17    2. Any such publicly funded or publicly sponsored  travel  to  such  a
    18  location,  unless  such  travel  is necessary for the enforcement of New
    19  York state law, to  meet  prior  contractual  obligations,  or  for  the
    20  protection of public health, welfare, and safety, or is otherwise in the
    21  interest of the state, is suspended.
    22    3.  The  attorney  general  shall develop, maintain, and post on their
    23  website a current list of states that, after January first, two thousand
