AN ACT authorizing the city of Troy to alienate and convey waterfront
real property referred to as the Scolite Site
The People of the State of New York, represented in Senate and Assem-bly, do enact as follows:
1 Section 1. Notwithstanding any inconsistent provision of section 20 of
2 the general city law, the city of Troy, acting by and through its city
3 council, is authorized to alienate and convey the waterfront real prop-
4 erty known as the Scolite Site as described in section three of this
5 act.
6 § 2. The authorization contained in section one of this act shall take
7 effect only upon the condition that the city of Troy dedicate an amount
8 equal to or greater than the fair market value of the property being
9 alienated in section three of this act toward acquisition of additional
10 waterfront property and/or capital improvements to existing waterfront
11 property.
12 § 3. The parcel of land authorized to be alienated and conveyed by
13 section one of this act is more fully described as follows:
14 ALL THAT CERTAIN TRACT PIECE OR PARCEL OF LAND situate in the city of
15 Troy, Rensselaer County, New York lying along the northerly margin of
16 Madison Street, and along the easterly Pierhead-Bulkhead line of the
17 Hudson River, being more particularly bounded and described as follows:
18 BEGINNING at a point on the northerly margin of Madison Street, at a
19 point where said northerly road margin is intersected by the division
20 line between the lands of the city of Troy, on the west, as conveyed by
21 deed July 13, 2001, as filed in the Rensselaer County Clerk's Office in

1 liber 267, page 1207 and the lands now or formerly of Troy Slag Products
2 Company, Inc. on the east, as conveyed by deed dated September 30, 1996,
3 as filed in the Rensselaer County Clerk's Office in liber 44, page 580
4 and runs thence from said point of beginning, along said northerly line
5 of Madison Street and its westerly extension, North 80 degrees 58
6 minutes 00 seconds West, 529.87 feet to a point on the 1934 Pierhead-
7 Bulkhead line of the Hudson River; thence along said Pierhead-Bulkhead
8 line, North 14 degrees 25 minutes 17 seconds East, 433.94 feet to a
9 point; thence South 80 degrees 58 minutes 00 seconds East, 68.28 feet to
10 the northeast corner of parcel 2, as said parcel is set forth in deed
11 dated March 27, 1978, as filed in the Rensselaer County Clerk's Office
12 in liber 1301, page 182; thence along the westerly line of parcel 1 as
13 set forth in said deed 1301, page 182, North 06 degrees 41 minutes 17
14 seconds East, 68.03 feet to a point in the approximate centerline of the
15 Postenkill Creek; thence along the division line between the said lands
16 of the city of Troy on the south and the lands now or formerly of Troy
17 Slag Products Company, Inc. on the north, said division line being the
18 centerline of the Postenkill Creek, as set forth in said deed 44, page
19 580, South 80 degrees 58 minutes 00 seconds East, 423.63 feet to the
20 northeast corner of the lands of the city of Troy; thence continuing
21 along the division line between the said lands of the city of Troy on
22 the west and the said lands of Troy Slag Products Company, Inc. on the
23 east, South 09 degrees 02 minutes 00 seconds West, 500.00 feet to a
24 point on the northerly margin of Madison Street and the point or place
25 of beginning, being a parcel containing approximately 5.712 acres
26 includes portions of lands under water.
27 § 4. This act shall take effect immediately.
