        Introduced by Sen. GOUNARDES -- read twice and ordered printed, and when
          printed to be committed to the Committee on Civil Service and Pensions
 
        AN ACT to amend the civil service law, in relation to employee represen-
          tation  of  state employees designated managerial or confidential; and
          to repeal certain provisions of such law relating thereto

          The People of the State of New York, represented in Senate and  Assem-
        bly, do enact as follows:
 
     1    Section 1. Section 204 of the civil service law is amended by adding a
     2  new subdivision 4 to read as follows:
     3    4. For purposes of this article and the public officers law, organiza-
     4  tions  of state employees designated managerial or confidential pursuant
     5  to this article shall be deemed  as  certified  or  recognized  employee
     6  organizations  for  purposes  of  employee representation in all matters
     7  with the exception of collective negotiation in  determining  the  terms
     8  and  conditions  of  employment.  This  recognition  is  limited to such
     9  employee organizations incorporated before nineteen hundred eighty.
    10    § 2. Section 214 of the civil service law is REPEALED.
    11    § 3. This act shall take effect immediately.
