        Introduced  by Sen. SCARCELLA-SPANTON -- read twice and ordered printed,
          and when printed to be committed to the Committee on  Veterans,  Home-
          land Security and Military Affairs
 
        AN  ACT  to amend the executive law, in relation to the establishment of
          an insurance liaison on the disaster preparedness commission

          The People of the State of New York, represented in Senate and  Assem-
        bly, do enact as follows:
 
     1    Section  1.  Subdivision  1  of  section  21  of the executive law, as
     2  amended by chapter 699 of the laws  of  2022,  is  amended  to  read  as
     3  follows:
     4    1.  There  is  hereby  created  in the executive department a disaster
     5  preparedness commission consisting of the commissioners  of  transporta-
     6  tion, health, division of criminal justice services, education, economic
     7  development,  agriculture  and  markets,  housing and community renewal,
     8  general services,  labor,  environmental  conservation,  mental  health,
     9  addiction  services and supports, parks, recreation and historic preser-
    10  vation, corrections  and  community  supervision,  children  and  family
    11  services,  homeland  security  and  emergency  services, and people with
    12  developmental disabilities, the president of the New York  state  energy
    13  research  and development authority, the superintendents of state police
    14  and financial services, the secretary of state, the state fire  adminis-
    15  trator,  the chair of the public service commission, the adjutant gener-
    16  al, the office of information technology services,  and  the  office  of
    17  victim services, the chairs of the thruway authority, the office for the
    18  aging,  the metropolitan transportation authority, the port authority of
    19  New York and New Jersey, the chief professional  officer  of  the  state
    20  coordinating  chapter  of the American Red Cross, the chief professional
    21  officer of 2-1-1 New York state and [three] four additional members,  to
    22  be appointed by the governor, two of whom shall be chief executives, one
    23  of  whom  shall  act as a liaison between the insurance industry and the
    24  commission and such liaison shall be a non-voting member of the  commis-

     1  sion.  Each  member  agency  may designate an executive level officer of
     2  that agency, with responsibility for disaster preparedness matters,  who
     3  may  represent  that  agency  on the commission. The commissioner of the
     4  division  of  homeland  security  and  emergency services shall serve as
     5  chair of the commission, and the governor shall designate the vice chair
     6  of the commission. The members of the commission, except those who serve
     7  ex officio,  shall  be  allowed  their  actual  and  necessary  expenses
     8  incurred in the performance of their duties under this article but shall
     9  receive  no  additional  compensation  for services rendered pursuant to
    10  this article.
    11    § 2. This act shall take effect on the one hundred twentieth day after
    12  it shall have become a law. Effective immediately, the addition,  amend-
    13  ment and/or repeal of any rule or regulation necessary for the implemen-
    14  tation  of  this act on its effective date are authorized to be made and
    15  completed on or before such effective date.
