        Introduced  by  Sen. KENNEDY -- read twice and ordered printed, and when
          printed to be committed to the Committee on Cultural Affairs, Tourism,
          Parks and Recreation
 
        AN ACT in relation to directing the state athletic commission to  review
          the  need  for regulation and licensing of professional wrestling; and
          providing for the repeal of such provisions upon expiration thereof
 
          The People of the State of New York, represented in Senate and  Assem-
        bly, do enact as follows:
 
     1    Section  1. 1. The state athletic commission shall conduct a review of
     2  the need for regulation of professional wrestling, as defined in section
     3  one thousand seventeen of the general business law, in order to  develop
     4  recommendations  to the legislature regarding such regulation. In devel-
     5  oping its findings and recommendations, the  state  athletic  commission
     6  shall:
     7    (a) Consider the extent to which organizations that infrequently spon-
     8  sor or host a professional wrestling event require regulation;
     9    (b)  Consider the extent to which wrestling events that do not involve
    10  competition require regulation;
    11    (c) Examine the regulation of professional wrestling in other  states;
    12  and
    13    (d) Consult with professional wrestling participants, other stakehold-
    14  ers, and any entity or individual who may assist in identifying areas of
    15  concern regarding the safety of professional wrestlers and spectators.
    16    2.  By  November 1, 2023, the state athletic commission shall submit a
    17  report detailing its findings and recommendations under this section  to
    18  the appropriate committees of the legislature regarding:
    19    (a) The need for regulation of professional wrestling; and
    20    (b)  If some form of regulation is recommended, the minimum qualifica-
    21  tions and oversight required to meet the regulatory standard.
    22    § 2. This act shall take effect immediately and shall  expire  and  be
    23  deemed repealed July 1, 2024.
