          Social Services in accordance with Senate Rule 6, sec. 8  --  reported

          ordered to a third reading, amended and ordered  reprinted,  retaining
          its place in the order of third reading
 
        AN  ACT  to  amend the civil rights law, in relation to a gender-neutral
          marker on all benefits applications
 
          The People of the State of New York, represented in Senate and  Assem-
        bly, do enact as follows:
 
     1    Section 1. Section 79-q of the civil rights law is amended by adding a
     2  new subdivision 2-a to read as follows:
     3    2-a.    All  application materials, instructions, public guidance, and
     4  related  materials  associated  with  a  benefits  application  process,
     5  including  electronic  and  online  materials  and applications shall be
     6  amended and updated to clarify that any person can select or indicate  a
     7  gender or sex designation of "x" when such information is requested. The
     8  content  of  the gender or sex field shall not delay or otherwise hinder
     9  access to services for any applicant.
    10    § 2. This act shall take effect immediately.
