AN ACT to amend the education law, in relation to the funding of certain
CUNY programs by the state
The People of the State of New York, represented in Senate and Assem-bly, do enact as follows:
1 Section 1. The education law is amended by adding a new section 6217
2 to read as follows:
3 § 6217. ASAP and ACE program funding. 1. Notwithstanding any law, rule
4 or regulation to the contrary, beginning in the two thousand twenty-
5 four--two thousand twenty-five fiscal year, the state shall appropriate
6 and pay an amount equal to twenty-five per centum of the annual one
7 hundred forty-one million dollars in funding for the city university of
8 New York's accelerated study in associate programs (ASAP) and acceler-
9 ate, complete, engage (ACE) program for the two thousand twenty-four--
10 two thousand twenty-five academic year. Each fiscal year thereafter, the
11 state shall increase such funding amount by twenty-five per centum until
12 one hundred per centum of both programs is funded by the state. The
13 maximum amount of total funding by two thousand twenty-eight shall not
14 exceed one hundred fifty million dollars.
15 2. For the two thousand twenty-four--two thousand twenty-five academic
16 year such funding for the city university of New York's accelerate,
17 complete, engage (ACE) program required by subdivision one of this
18 section shall fully fund such program at Lehman College, Medgar Evers
19 College, Queens College, and John Jay College of Criminal Justice.
20 3. For the two thousand twenty-four--two thousand twenty-five academic
21 year such funding for the city of New York's accelerated study in asso-
22 ciate programs (ASAP) required by subdivision one of this section shall
23 fully fund such program at Queensborough Community College, Bronx Commu-

1 nity College, Kingsborough Community College, and Borough of Manhattan
2 Community College.
3 4. The remainder of such funding for the two thousand twenty-four--two
4 thousand twenty-five academic year for the university of New York's
5 accelerate, complete, engage (ACE) program and accelerated study in
6 associate programs (ASAP) shall be designated as deemed appropriate to
7 participating city university of New York campuses as directed by the
8 board of trustees of the city university of New York.
9 5. For the two thousand twenty-five--two thousand twenty-six academic
10 year such funding shall be utilized for the implementation of the
11 university of New York's accelerate, complete, engage (ACE) program and
12 accelerated study in associate programs (ASAP) in all remaining city
13 university of New York campuses as such funding permits.
14 § 2. This act shall take effect immediately.
