        Introduced  by Sen. KAVANAGH -- read twice and ordered printed, and when
          printed to be committed to the Committee on Rules
 
        AN ACT to amend a chapter of  the  laws  of  2019,  amending  the  state
          finance law relating to providing the option to employees of electron-
          ic  confirmation  of  direct  deposit  in  lieu of paper pay stubs, in
          relation to making technical changes to such chapter; and to amend the
          state finance law, in relation to electronic confirmation of  informa-
          tion included in pay stubs
 
          The  People of the State of New York, represented in Senate and Assem-
        bly, do enact as follows:
 
     1    Section 1. The title of a chapter of the laws of  2019,  amending  the
     2  state finance law relating to providing the option to employees of elec-
     3  tronic  confirmation  of  direct  deposit in lieu of paper pay stubs, as
     4  proposed in legislative bills numbers S.2328 and A.4867, is  amended  to
     5  read as follows:
     6    AN  ACT  to  amend the state finance law, in relation to providing the
     7  option to employees of electronic confirmation [of  direct  deposit]  in
     8  lieu of paper pay stubs
     9    §  2.  Paragraphs  (c)  and (d) of subdivision 4 of section 200 of the
    10  state finance law, as added by a chapter of the laws of  2019,  amending
    11  the  state  finance law relating to providing the option to employees of
    12  electronic confirmation of direct deposit in lieu of paper pay stubs, as
    13  proposed in legislative bills numbers S.2328 and A.4867, are amended  to
    14  read as follows:
    15    (c)  Any employee who requests to have their salary deposited directly
    16  in a bank pursuant to this section, may opt out of receiving a paper pay
    17  stub and may instead receive electronic confirmation  [that  the  direct
    18  deposit  transfer has gone through] of the information that would other-
    19  wise be included in the pay stub.
    20    (d) The comptroller is  hereby  authorized  to  promulgate  reasonable
    21  rules and regulations, as may be necessary, to administer the electronic

     1  confirmation  [of  direct  deposits  of employees' salaries established]
     2  referenced in paragraph (c) of this subdivision. The  comptroller  shall
     3  provide  notice of the electronic confirmation system in each employee's
     4  paper pay stub.
     5    §  3.  This  act  shall  take  effect on the same date and in the same
     6  manner as a chapter of the laws of 2019, amending the state finance  law
     7  relating to providing the option to employees of electronic confirmation
     8  of direct deposit in lieu of paper pay stubs, as proposed in legislative
     9  bills numbers S.2328 and A.4867, takes effect.
