        Introduced  by Sen. CARLUCCI -- read twice and ordered printed, and when
          printed to be committed to the Committee on Rules
 
        AN ACT to amend the  education  law  and  the  mental  hygiene  law,  in
          relation  to  requiring  training  for  teachers,  administrators  and
          instructors in the area of mental health first aid

          The People of the State of New York, represented in Senate and  Assem-
        bly, do enact as follows:
 
     1    Section  1.  Section  3004 of the education law is amended by adding a
     2  new subdivision 7 to read as follows:
     3    7. On and after the effective date of this  subdivision,  the  commis-
     4  sioner,  in  conjunction with the office of mental health, is authorized
     5  and  directed  to  require  training  of  teachers,  administrators  and
     6  instructors  in  the  area  of mental health first aid. The commissioner
     7  shall have the power to prescribe the necessary regulations  and  estab-
     8  lish such programs and training related to mental health first aid.
     9    § 2. Section 7.07 of the mental hygiene law is amended by adding a new
    10  subdivision (h) to read as follows:
    11    (h)  The  office  of mental health shall advise and assist the commis-
    12  sioner of education in developing a training  curriculum  for  teachers,
    13  administrators and instructors in the area of mental health first aid to
    14  meet the needs of a person experiencing mental health issues.
    15    § 3. This act shall take effect immediately.
