        Introduced  by Sen. PHILLIPS -- read twice and ordered printed, and when
          printed to be committed to the Committee on Rules
 
        AN ACT to amend the environmental conservation law,  in  relation  to  a
          moratorium  on  permit renewals within Queens county to withdraw water
          from the Lloyd Sands

          The People of the State of New York, represented in Senate and  Assem-
        bly, do enact as follows:
 
     1    Section  1.  Section  15-1528 of the environmental conservation law is
     2  amended by adding a new subdivision 2-a to read as follows:
     3    2-a. A moratorium shall be established on the granting of renewals for
     4  permits within the county of Queens to withdraw  water  from  the  Lloyd
     5  Sands unless such renewal is necessary to comply with an exigent need in
     6  response  to  emergency  water  supply shortage and prolonged multi-year
     7  upstate drought conditions.
     8    § 2. This act shall take effect immediately.
