        Introduced  by  Sen.  LARKIN -- read twice and ordered printed, and when
          printed to be committed to the Committee on Investigations and Govern-
          ment  Operations  --  committee  discharged,  bill  amended,   ordered
          reprinted as amended and recommitted to said committee
 
        AN  ACT to amend the state law, in relation to cessation of jurisdiction

          of a parcel of land comprising part of the West Point Military  Reser-
          vation
 
          The  People of the State of New York, represented in Senate and Assem-
        bly, do enact as follows:
 
     1    Section 1. The state law is amended by adding a new  section  52-c  to
     2  read as follows:
     3    § 52-c. Governor may execute deed or release with sundry reservations;
     4  Stony  Lonesome  and  range  areas,  West Point Military Reservation. 1.
     5  Notwithstanding section fifty-seven of this  article,  the  governor  is
     6  hereby authorized to cede to the United States full concurrent jurisdic-
     7  tion  over  the  tracts  of land comprising the Stony Lonesome and range
     8  areas outside the Stony Lonesome and Thayer gates, United  States  Mili-

     9  tary  Academy,  West Point Military Reservation, excluding U.S. route 9W
    10  and state routes 218 and 293, acquired by the United States for military
    11  purposes upon conditions that  the  jurisdiction  so  ceded  should  not
    12  prevent  the execution on such tracts of any process, civil or criminal,
    13  issued under the authority of this state,  nor  prevent  from  operating
    14  within  the  bounds of such tracts any of the laws or regulations of the
    15  state, not incompatible with the free use and enjoyment of the  premises
    16  by the United States or the purposes for which such cession is made, nor
    17  prevent  from  operating  within  the same tracts or parcels of land the
    18  laws or ordinances of the county of Orange, town of  Highlands,  or  the

    19  village of Highland Falls, not incompatible with the free use and enjoy-
    20  ment of the premises by the United States or the purposes for which such
    21  cession  is made; and that the United States shall retain such jurisdic-
    22  tion so long only as such tracts or parcels of land shall  be  used  for
    23  military purposes.
    24    2.  Sections  fifty-two, fifty-three, fifty-five and fifty-six of this
    25  article shall not apply to the provisions of this section.
    26    § 2. This act shall take effect immediately.
