        AN  ACT  to  amend  the  education law, in relation to project costs for
          buildings of  public  libraries  located  in  economically  distressed
          communities

          The  People of the State of New York, represented in Senate and Assem-
        bly, do enact as follows:
 
     1    Section 1. Subdivision 4 of section 273-a of  the  education  law,  as
     2  amended  by  chapter  627  of  the  laws  of 2021, is amended to read as
     3  follows:
     4    4. In approving any application that would receive  state  aid  beyond
     5  seventy-five  percent  of the total project approved costs, the board of
     6  trustees of the  library  system  shall  give  particular  attention  to
     7  addressing the library service needs of economically distressed communi-
     8  ties  as provided for in paragraph f of subdivision two of this section.
     9  [No more than fifty percent of the total funds appropriated to a library
    10  system in subdivision six of this section may be  used  to  support  the
    11  total  costs  for  projects that would receive state aid beyond seventy-
    12  five percent of the total project approved costs.]
    13    § 2. This act shall take effect immediately; provided,  however,  that
    14  the  amendments  to  subdivision 4 of section 273-a of the education law
    15  made by section one of this act shall not affect the expiration of  such
    16  subdivision and shall be deemed to expire therewith.
