        Introduced  by  Sen.  FOLEY  -- read twice and ordered printed, and when

        AN  ACT  to  amend  the  education law and the general municipal law, in
          relation to requiring that certain plumbing or electrical  work  on  a
          school  building be performed by a licensed master plumber or licensed
          electrician
 
          The People of the State of New York, represented in Senate and  Assem-
        bly, do enact as follows:
 
     1    Section  1. The education law is amended by adding a new section 408-c
     2  to read as follows:
     3    § 408-c. Plumbing and electrical work.   All plumbing  and  electrical
     4  work  valued  at  over  ten thousand dollars performed by an independent
     5  contractor or firm on any  school  building  or  appurtenant  facilities
     6  shall  be  supervised  and/or  completed by a licensed master plumber or

     7  licensed electrician as appropriate, if required by a local municipality
     8  where the building or facility is located. Such master plumber or  elec-
     9  trician  shall  provide  a  copy  of  his  or her valid license prior to
    10  commencement of the work designated in the bid if a license is  required
    11  by  a local municipality where the building or facility is located or if
    12  it is under the threshold required pursuant to section one  hundred  one
    13  of the general municipal law, the general contractor shall submit a copy
    14  of the license for the plumbing and electrical subcontractors. No munic-
    15  ipal permit or inspection is required.
    16    §  2.  Section 101 of the general municipal law is amended by adding a
    17  new subdivision 6 to read as follows:

    18    6. All plumbing and  electrical  work  valued  at  over  ten  thousand

    21  by  a licensed master plumber or licensed electrician as appropriate, if

     1  located.  Such master plumber or electrician shall provide a copy of his

     2  or her valid license prior to commencement of the work designated in the
     3  bid if a license is required by a local municipality where the  building
     4  or facility is located or if it is under the threshold required pursuant
     5  to  this  section,  the  general  contractor  shall submit a copy of the
     6  license for the plumbing and  electrical  subcontractors.  No  municipal

     8    § 3. This act shall take effect immediately.
