        Introduced by Sen. FUSCHILLO -- read twice and ordered printed, and when
          printed to be committed to the Committee on Transportation -- reported
          favorably  from  said  committee,  ordered to first and second report,
          ordered to a third reading, passed by  Senate  and  delivered  to  the
          Assembly,  recalled,  vote  reconsidered,  restored  to third reading,

          amended and ordered reprinted, retaining its place  in  the  order  of
          third reading
 
        AN  ACT  to amend the public authorities law, in relation to the Tribor-
          ough bridge and tunnel authority
 
          The People of the State of New York, represented in Senate and  Assem-
        bly, do enact as follows:
 
     1    Section  1.  Section 569-b of the public authorities law is amended by
     2  adding a new subdivision 5 to read as follows:
     3    5. Notwithstanding subdivision one of this section or any  other  law,
     4  general, special or local, the authority, and its licensees and contrac-
     5  tors, shall have the power to erect, install, repair, reconstruct, main-
     6  tain,  operate  or paint outdoor advertising signs or devices, including
     7  electronic displays, on or about its bridges, tunnels, projects,  struc-

     8  tures,  facilities  and other properties, including approaches, provided
     9  that the authority shall not allow any such sign or device to obscure or
    10  otherwise physically interfere with the  effectiveness  of  an  official
    11  traffic  sign, signal, or device, or to obstruct or physically interfere
    12  with drivers' views of approaching, merging, or intersecting traffic.
    13    § 2. This act shall be deemed repealed if any federal  agency  or  any
    14  court  of  competent  jurisdiction determines that this act would render
    15  New York state or any public authority ineligible  for  the  receipt  of
    16  federal funds.
    17    §  3.  This  act shall take effect immediately.  The Triborough bridge
    18  and tunnel authority shall notify the legislative bill drafting  commis-
    19  sion  of the date a determination is made as described in section two of

    20  this act in order that the commission may maintain an accurate and time-
    21  ly effective data base of the official text of the laws of the state  of
    22  New York in furtherance of effecting the provisions of section 44 of the
    23  legislative law and section 70-b of the public officers law.
