AN ACT to amend the vehicle and traffic law, in relation to establishing
temporary branch offices
The People of the State of New York, represented in Senate and Assem-bly, do enact as follows:
1 Section 1. Section 200 of the vehicle and traffic law is amended by
2 adding a new subdivision 3 to read as follows:
3 3. (a) The commissioner may establish one or more temporary branch
4 offices within a county, in order that he or she may issue certificates
5 of registration, and number plates therefor for motor vehicles, motorcy-
6 cles, snowmobiles and vessels or the renewal or issuance of non-driver
7 identification cards and drivers' licenses on certification of inspec-
8 tors or to receive documents relating to certificates of title. The work
9 in such temporary branch offices shall be performed by one or more
10 employees of the commissioner's office designated for the purpose with-
11 out additional compensation.
12 (b) Additionally, the commissioner shall establish one or more tempo-
13 rary branch offices within Rockland county for a period of no less than
14 one year, subject to available resources for such purpose.
15 (c) For purposes of this section, temporary branch offices shall
16 include mobile offices.
17 § 2. Subdivision 2 of section 205 of the vehicle and traffic law, as
18 amended by chapter 484 of the laws of 1985, is amended to read as
19 follows:
20 2. The commissioner may authorize such county clerk to establish one
21 or more temporary branch offices within the county, when deemed neces-
22 sary, to issue certificates of registration, and number plates therefor
23 for motor vehicles, motorcycles, snowmobiles and vessels or the renewal
24 or issuance of non-driver identification cards and drivers' licenses on
25 certification of inspectors or to receive documents relating to certif-
26 icates of title. The work in such temporary branch offices shall be
27 performed by one or more employees of the clerk's office designated for
28 the purpose without additional compensation. The expenses actually and

1 necessarily incurred by the county clerk or such employees shall be a
2 charge against the county. For purposes of this section, temporary
3 branch offices shall include mobile offices.
4 § 3. This act shall take effect immediately, provided, that section
5 one of this act shall take effect the first of April next succeeding the
6 date on which it shall have become a law. Effective immediately, the
7 addition, amendment and/or repeal of any rule or regulation necessary
8 for the implementation of this act on its effective date are authorized
9 to be made and completed on or before such effective date.
