AN ACT to amend the public health law, in relation to directing the
department of health to contract with community-based and not-for-pro-
fit organizations for the provision of information on health care
services and benefits available to immigrants
The People of the State of New York, represented in Senate and Assem-bly, do enact as follows:
1 Section 1. Paragraphs (u), (v), (w), (x) and (y) of subdivision 1 of
2 section 201 of the public health law, paragraph (u) as added by chapter
3 939 of the laws of 1976, paragraph (v) as added by chapter 474 of the
4 laws of 1996, paragraph (w) as added by chapter 543 of the laws of 2019,
5 paragraph (x) as added by section 2 of subpart S of part XX of chapter
6 55 of the laws of 2020 and paragraph (y) as added by chapter 95 of the
7 laws of 2022, are amended and a new paragraph (z) is added to read as
8 follows:
9 (u) engage in research into the causes of rocky mountain spotted
10 fever and the prevention thereof and develop programs for the control of
11 ticks, insects and [anthropods] arthropods which act as vectors of
12 disease affecting man, within funds made available for such purposes[.];
13 (v) act as the single state agency for medical assistance, pursuant to
14 section three hundred sixty-three-a of the social services law, [as
15 amended by this chapter,] with responsibility to supervise the plan for
16 medical assistance as required by title XIX of the federal Social Secu-
17 rity act, or its successor, and to adopt regulations as may be necessary
18 to implement this plan[.];
19 (w) make available to the council on children and families informa-
20 tion, in a format identified by the council, regarding home visiting
21 programs that meet the criteria as required by section four hundred
22 twenty-nine of the social services law regardless of whether such
23 program has a contract with or receive funding from the state. Such

1 information shall be provided in accordance with the requirements set
2 forth in subdivision two of section four hundred eighty-three-h of the
3 social services law. Such information shall be made available no less
4 than once a year[.];
5 (x) produce an annual report analyzing the costs related to the sexual
6 assault examination direct reimbursement program as created under subdi-
7 vision thirteen of section six hundred thirty-one of the executive law
8 and provide such report to the office of victim services on or before
9 September first of each year. Such report shall be provided to the
10 governor, temporary president of the senate and the speaker of the
11 assembly[.];
12 (y) To develop a form by which a coroner, coroner's physician or
13 medical examiner, pursuant to section six hundred seventy-seven of the
14 county law, shall report to the division of veterans' services any death
15 which appears to be caused by suicide by a person who, to the knowledge
16 of the coroner, coroner's physician or medical examiner, is a veteran.
17 This form shall at a minimum: (i) ensure compliance with the strictest
18 privacy protections and encourage data aggregation to the extent feasi-
19 ble; (ii) provide the address to which the form is to be mailed or
20 submitted electronically; and (iii) include the county of residence and
21 the branch of service of deceased veterans during the reporting peri-
22 od[.]; and
23 (z)(i) within amounts appropriated therefor, contract with community-
24 based organizations and not-for-profit corporations for the provision of
25 outreach, information and educational services to naturalized citizens
26 and noncitizens on health care services and benefits which are available
27 to such persons. Such outreach, information and educational services
28 shall:
29 (A) designate which health care services are available to such persons
30 in the community in which they reside;
31 (B) include the eligibility requirements for the following programs:
32 (1) medical assistance and emergency medical assistance, pursuant to
33 title eleven of article five of the social services law,
34 (2) family health plus, pursuant to title eleven-D of article five of
35 the social services law,
36 (3) child health insurance plan, pursuant to title one-A of article
37 twenty-five of this chapter, and
38 (4) any other health benefit program the commissioner deems appropri-
39 ate;
40 (C) provide information on the manner in which to apply for such
41 programs; and
42 (D) be provided in a manner and the language which is most appropriate
43 for the community to which the outreach, information and educational
44 services are to be provided.
45 (ii) the department shall promulgate any rules and regulations neces-
46 sary to implement the provisions of this paragraph. In addition, the
47 department shall provide all educational materials necessary to imple-
48 ment the provisions of this paragraph and shall pay the costs of
49 distributing such materials.
50 § 2. This act shall take effect on the one hundred eightieth day after
51 it shall have become a law. Effective immediately, the addition, amend-
52 ment and/or repeal of any rule or regulation necessary for the implemen-
53 tation of this act on its effective date are authorized to be made and
54 completed on or before such effective date.
