AN ACT to direct the department of health and other state departments
and agencies to conduct a study on the quality of life and human
health impacts of John F. Kennedy international airport and LaGuardia
airport
The People of the State of New York, represented in Senate and Assem-bly, do enact as follows:
1 Section 1. The department of health, with the assistance of the
2 department of environmental conservation, the department of transporta-
3 tion, and any other state agencies the governor deems appropriate, shall
4 conduct a study describing the environmental, noise, and human health
5 impacts caused by runways, including new runways, and air traffic at
6 John F. Kennedy international airport and LaGuardia airport. In conduct-
7 ing this study, such departments and state agencies shall monitor actual
8 noise levels experienced in 2021 and 2022 and shall pay particular
9 attention to the impact of air pollution, noise pollution, the emission
10 of gases and fluids by aircraft, and similar factors on the quality of
11 life and health of persons who live adjacent to flight paths used by
12 aircraft at John F. Kennedy international airport and LaGuardia airport.
13 The department of health shall deliver a written report of its findings
14 to the governor and the legislature on or before March 31, 2023.
15 § 2. This act shall take effect immediately.
