AN ACT directing the New York state comptroller to conduct a feasibility
study on implementing a universal basic income program
The People of the State of New York, represented in Senate and Assem-bly, do enact as follows:
1 Section 1. The New York state comptroller, in conjunction with the
2 division of budget and the New York city comptroller, shall conduct a
3 feasibility study and prepare a report on implementing a universal basic
4 income program in New York state. Such study will analyze the potential
5 economic impacts and costs of a universal basic income program that
6 provides individuals or households, with an annual income of less than
7 $80,000 per year, with $7,200 per year for individuals and $14,400 per
8 year for couples. Such study shall also evaluate potential funding
9 sources for such program.
10 § 2. Within one year of the effective date of this act, the New York
11 state comptroller shall issue a report of the findings of the feasibil-
12 ity study to the governor, the temporary president of the senate and the
13 speaker of the assembly.
14 § 3. This act shall take effect immediately.
