AN ACT to establish a temporary commission on career technical education
to examine and assess the feasibility and advisability of establishing
a professional trade diploma for completion of a secondary education;
and providing for the repeal of such provisions upon expiration there-
of
The People of the State of New York, represented in Senate and Assem-bly, do enact as follows:
1 Section 1. A temporary commission on career technical education is
2 hereby established to examine, evaluate and make recommendations
3 concerning the feasibility and advisability of establishing a profes-
4 sional trade diploma to be awarded upon completion of secondary educa-
5 tion. Such commission shall review, with particular care, the practical-
6 ity of establishing such a diploma for students who successfully
7 complete a sequence of career technical education in a particular trade
8 or career so as to qualify such student for employment in such trade or
9 career. In addition, the commission shall provide for the awarding of a
10 professional trade diploma without a student's completion of certain
11 requirements for a regents or local diploma.
12 § 2. The commission shall be composed of 13 members to be appointed as
13 follows:
14 (a) 5 members appointed by the governor, one of whom shall be desig-
15 nated by the governor as the chair of the commission;
16 (b) 2 members appointed by the temporary president of the senate;
17 (c) 2 members appointed by the speaker of the assembly;
18 (d) 1 member appointed by the minority leader of the senate;
19 (e) 1 member appointed by the minority leader of the assembly;
20 (f) 1 member appointed by the chair of the senate education committee;
21 and
22 (g) 1 member appointed by the chair of the assembly education commit-
23 tee.
24 Vacancies in the membership of the commission shall be filled in the
25 manner provided for original appointments.

1 § 3. The commission may meet within and without the state, shall hold
2 public hearings and shall have all the powers of a legislative committee
3 pursuant to the legislative law.
4 § 4. The members of the commission shall receive no compensation for
5 their services, but shall be allowed their actual and necessary expenses
6 incurred in the performance of their duties pursuant to this act.
7 § 5. To the maximum extent feasible, the commission shall be entitled
8 to request and receive, and shall utilize such facilities, resources and
9 data of any department, division, bureau, board, commission, district or
10 agency of the state or any political subdivision thereof as it may
11 reasonably request to properly carry out its powers and duties pursuant
12 to this act.
13 § 6. Within 300 days of the effective date of this act, the commission
14 shall submit a report to the governor and the legislature of its find-
15 ings, conclusions and recommendations, and shall submit therewith such
16 legislative proposals as it deems necessary to implement its recommenda-
17 tions.
18 § 7. This act shall take effect immediately and shall expire and be
19 deemed repealed 1 year after it shall have become a law.
