        Introduced  by  Sen. HOYLMAN -- read twice and ordered printed, and when
          printed to be committed to the Committee on Rules
 
        AN ACT to amend the vehicle and traffic law, in relation to establishing
          a toll  exemption  for  certain  residents  of  the  central  business
          district

          The  People of the State of New York, represented in Senate and Assem-
        bly, do enact as follows:
 
     1    Section 1. Section 1704-a of the vehicle and traffic law is amended by
     2  adding a new subdivision 2-a to read as follows:
     3    2-a. No person shall be charged a central business  district  toll  if
     4  such  person  is  a  resident  of the central business district. For the
     5  purpose of this subdivision "resident" means a person who resides in the
     6  central business district and has a household income less than or  equal
     7  to  one  hundred  twenty  percent  of  the median income of the standard
     8  statistical area as defined by the United States census bureau.   Appli-
     9  cation  for  such  toll  exemption  shall  be  made  in  such  manner as
    10  prescribed by the Triborough  bridge  and  tunnel  authority  and  shall
    11  contain such information as the authority may reasonably require.
    12    §  2.  This  act shall take effect on the thirtieth day after it shall
    13  have become a law.
