        AN ACT to amend the mental hygiene law, in relation to  the  heroin  and
          opioid   addiction  wraparound  services  demonstration  program;  and
          providing for the repeal of such provisions upon expiration thereof
 
          The People of the State of New York, represented in Senate and  Assem-
        bly, do enact as follows:
 
     1    Section  1.  The mental hygiene law is amended by adding a new section
     2  22.13 to read as follows:
     3    § 22.13 Heroin and opioid addiction wraparound services  demonstration
     4  program.
     5    1.  The commissioner, in consultation with the office of mental health
     6  and the department of  health,  within  existing  appropriations,  shall
     7  develop  a heroin and opioid addiction wraparound services demonstration

     8  program. This program shall provide wraparound services  to  adolescents
     9  and  adults  who  have  entered  and  successfully  completed  treatment
    10  programs, and shall remain available  to  them  for  nine  months  after
    11  completion  of  such  treatment program. The commissioner shall identify
    12  and establish up to five rural or suburban high-needs  jurisdictions  in
    13  the state to be included in the demonstration program.
    14    2. The office of alcoholism and substance abuse services shall provide
    15  wraparound  services  which  shall  include, case management or referral
    16  services pertaining to:
    17    (a) Educational resources;
    18    (b) Peer to peer support groups;
    19    (c) Social services and family services and counseling;

    20    (d) Employment support and counseling;
    21    (e) Transportation assistance;
    22    (f) Medical services;
    23    (g) Legal services;

     1    (h) Financial services; and
     2    (i) Childcare services.
     3    3.  The  commissioner shall provide the governor, the temporary presi-
     4  dent of the senate, the speaker of the assembly, the chair of the senate
     5  standing committee on alcoholism and drug abuse and  the  chair  of  the

     6  assembly committee on alcoholism and drug abuse with a report and recom-
     7  mendations of the demonstration program.
     8    §  2.  This  act shall take effect immediately and shall expire and be
     9  deemed repealed 3 years after such effective date.
