ments imposed on school districts and local governments

The People of the State of New York, represented in Senate and Assem-

Section 1. Notwithstanding any provision of law to the contrary, any
provision of statute or regulation that requires a local government or
school district to submit a report to a state agency or authority shall
expire and be deemed repealed on April 1, 2013; provided, however, that
all provisions of such statutes and regulations other than such specific
reporting requirements shall be unaffected by the repeal of such report-

§ 2. Every state agency and authority shall prepare and submit to the
mandate relief council, on or before December 31, 2012, a report that
identifies each report it receives from local governments and school

districts pursuant to statutory or regulatory requirements and, for each
such report, explains the agency's or authority's need for the report,
makes a recommendation to eliminate or continue the reporting require-
ment, and, where the recommendation is to continue the reporting
requirement, makes additional recommendations including but not limited
