        Introduced  by  Sen.  FELDER -- read twice and ordered printed, and when
          printed to be committed to the Committee on Investigations and Govern-
          ment Operations
 
        AN ACT to amend the public officers law, in  relation  to  allowing  the
          public to photograph records accessed through a FOIL request
 
          The  People of the State of New York, represented in Senate and Assem-
        bly, do enact as follows:
 
     1    Section 1. Subdivision 5 of section 87 of the public officers  law  is
     2  amended by adding a new paragraph (c) to read as follows:
     3    (c)  Each agency shall allow a person who has been granted access to a
     4  record to photograph, videotape or otherwise  electronically  transcribe
     5  an image of such record, without charging a fee for such transcription.
     6    §  2.  This  act shall take effect on the ninetieth day after it shall
