        Introduced  by  Sen. PERKINS -- read twice and ordered printed, and when
          printed to be committed to the Committee on Rules
 
        AN ACT to amend the administrative code of the  city  of  New  York,  in
          relation to scaffolding permit renewals
 
          The  People of the State of New York, represented in Senate and Assem-
        bly, do enact as follows:
 

     1    Section 1. The administrative code of the city of New York is  amended
     2  by  adding  a  new section 3314.20 to the New York City building code to
     3  read as follows:
     4    3314.20 No scaffolding permit  issued  for  construction  projects  on
     5  public  housing  developments  provided  by  the  New  York city housing
     6  authority shall be renewed unless the commissioner determines that  such
     7  scaffolding  is  being  used as part of an ongoing construction project.
     8  The commissioner shall promulgate such rules and regulations as shall be
     9  necessary to implement the provisions of this section.
    10    An "ongoing construction project" shall mean any construction  project
    11  during  which  persons  employed in construction work are utilizing such

    12  scaffolding at least two days per week, or have utilized such  scaffold-
    13  ing  for  at  least two days per week at any time over the course of the
    14  six months immediately  preceding  a  request  to  renew  a  scaffolding
    15  permit.
    16    §  2.  This  act shall take effect on the thirtieth day after it shall
    17  have become a law.
