        Introduced  by Sen. MARTINEZ -- read twice and ordered printed, and when
          printed to be committed to the Committee on Veterans, Homeland Securi-
          ty and Military Affairs
 
        AN ACT to amend the executive law, in relation to the timing of emergen-
          cy public safety alerts  in the event of a disaster or state  disaster
          emergency

          The  People of the State of New York, represented in Senate and Assem-
        bly, do enact as follows:
 
     1    Section 1. Subparagraphs 3 and 5 of paragraph b of  subdivision  3  of
     2  section  22  of  the executive law, as amended by section 3 of part B of
     3  chapter 56 of the laws of 2010, are amended to read as follows:
     4    (3) a system for warning populations who are  or  may  be  endangered,
     5  including the issuance of public safety alerts by the New York emergency
     6  alert  notification  system  or  "NY-Alert"  within  thirty minutes of a
     7  disaster or state disaster emergency, or as soon as  practicable  there-
     8  after;
     9    (5)  a  specific plan for rapid and efficient communication, including
    10  the issuance of public safety alerts by the  New  York  emergency  alert
    11  notification system or "NY-Alert" within thirty minutes of a disaster or
    12  state  disaster emergency, or as soon as practicable thereafter, and for
    13  the integration of state communication facilities during a state  disas-
    14  ter  emergency,  including  the  assignment  of responsibilities and the
    15  establishment of communication priorities, and liaison  with  municipal,
    16  private and federal communication facilities;
    17    § 2. This act shall take effect immediately.
