        Introduced  by  Sen. BONACIC -- read twice and ordered printed, and when
          printed to be committed to the Committee on Rules
 
        AN ACT to amend the public service law, in relation to  prohibiting  the
          use  of  flammable  gas to clean or blow the the gas piping of a major
          electric generating facility
 
          The People of the State of New York, represented in Senate and  Assem-
        bly, do enact as follows:
 
     1    Section  1.  The public service law is amended by adding a new section
     2  73 to read as follows:
     3    § 73. Use of flammable gas prohibited. No person shall  use  flammable
     4  gas  to  clean  or  blow  the  gas piping of a major electric generating
     5  facility as such term is defined in article ten  of  this  chapter.  The
     6  commission  shall  through regulation approve an appropriate safety plan
     7  for any nonflammable gas blows conducted at a major electric  generating
     8  facility.
     9    §  2.  This  act shall take effect on the ninetieth day after it shall
    10  have become a  law.  Effective  immediately,  the  addition,  amendment,
    11  and/or  repeal  of  any rules and regulations necessary to implement the
    12  provisions of this act on its effective date are authorized and directed
    13  to be completed on or before such effective date.
