  TITLE OF BILL: An act to amend the public authorities law, in relation to creating annual reporting obligations by municipal housing authorities to the authorities budget office with respect to state-funded activities of such municipal housing authorities   PURPOSE: This bill ensures that municipal housing authorities report budget and capital information on state funded activities annually to the Authori- ties Budget Office.   SUMMARY OF PROVISIONS: Requires that municipal housing authorities report budget and capital information on state funded activities annually to the Authorities Budg- et Office.   JUSTIFICATION: The bill would strengthen the Public Authorities Reform Act by requiring that municipal housing authorities report budget and capital information on state funded activities annually to the Authorities Budget Office. Municipal Housing Authorities are unique entities that have oversight at the Federal, State and City level; this bill works to find a compromise point where the ABO may have appropriate oversight on these important entities.   LEGISLATIVE HISTORY: Similar Bills--S. 7913 of 2018, A. 10279 of 2018   FISCAL IMPLICATIONS: None.   EFFECTIVE DATE: This act shall take effect immediately.

        Introduced  by M. of A. HYNDMAN -- read once and referred to the Commit-
          tee on Corporations, Authorities and Commissions
 
        AN ACT to amend the public authorities  law,  in  relation  to  creating
          annual  reporting  obligations by municipal housing authorities to the
          authorities budget office with respect to state-funded  activities  of
          such municipal housing authorities
 
          The  People of the State of New York, represented in Senate and Assem-
        bly, do enact as follows:
 
     1    Section 1.  Section 2801 of the public authorities law is  amended  by
     2  adding a new subdivision 4 to read as follows:
     3    4. Municipal housing authorities.  For the municipal housing authority
     4  fiscal  year  ending in the calendar year following the calendar year of
     5  the effective date of this subdivision, and annually  thereafter,  every
     6  municipal  housing  authority  created  by  the public housing law shall
     7  submit to the chief executive officer, the chief fiscal officer, and the
     8  authorities budget office for their information, annually not more  than
     9  ninety  days and not less than sixty days before the commencement of its
    10  fiscal year, in the form submitted to its board, budget  information  on
    11  operations and capital construction setting forth the estimated receipts
    12  and  expenditures  for the next fiscal year and the current fiscal year,
    13  and the actual receipts and expenditures for the last  completed  fiscal
    14  year,  for all projects and activities funded in whole or in part by the
    15  state.
    16    § 2. This act shall take effect immediately.
