NEW YORK STATE ASSEMBLY
MEMORANDUM IN SUPPORT OF LEGISLATION
submitted in accordance with Assembly Rule III, Sec 1(f)

BILL NUMBER: A6896

SPONSOR: Vanel
TITLE OF BILL: An act to amend the real property law, in relation to requiring lessors to provide a copy of a lease agreement upon written request of a resi- dential lessee   PURPOSE OR GENERAL IDEA OF BILL: Requires lessors to provide a copy of a lease agreement upon written request of a residential lease.   SUMMARY OF SPECIFIC PROVISIONS: Section 1 adds a new section, § 235LJ, to the real property law requir- ing landlords to furnish a copy of the lease within 30 days from the request, no more than twice per year. Section 2 sets the effective date.   AI DISCLOSURE: The Office of Assemblyman Clyde Vanel is actively exploring new ways to enhance government efficiency and draft better laws. This bill and its memo were researched and written by artificial intelligence, with the accuracy and language reviewed and refined by humans. This disclosure will appear on every bill where artificial intelligence is used to conduct research and drafting without significant human intervention.   JUSTIFICATION: The current law currently lacks any provisions that mandate landlords to furnish lease agreements to their tenants, thus resulting in a potential hindrance to tenants' access to critical information concerning their rental agreement. This bill seeks to safeguard the rights of tenants and guarantee their access to critical information regarding their lease agreements. By requiring landlords to provide a copy of the lease within 30 days of a tenant's request, this bill ensures that tenants receive pertinent information about their lease in a timely manner. Furthermore, limiting the frequency of requests to twice annually aims to balance the tenants' right to access their lease agreement and to prevent an excessive number of requests. This bill empowers tenants by granting them access to their lease agree- ments, thereby enabling them to understand their rights and responsibil- ities as renters. Additionally, it fosters a more transparent land- lord-tenant relationship and promotes open communication between both parties.   LEGISLATIVE HISTORY: New bill.   FISCAL IMPLICATIONS: None.   EFFECTIVE DATE: This act shall take effect immediately.
