NEW YORK STATE ASSEMBLY MEMORANDUM IN SUPPORT OF LEGISLATION submitted in accordance with Assembly Rule III, Sec 1(f)

BILL NUMBER: A7058

feedback therapy

PURPOSE:

practice of such therapy, establish qualifications, and create a state
board of neurofeedback therapy.

SUMMARY OF PROVISIONS:
Section 1. Adds a new Article 139-A to "Neurofeedback Therapy Practice's
Act". practice of neurofeedback therapy, its for a license, limited
permits, exempt practice restrictions, and creation of therapy.the
Education Law, entitled Article 139-A will define the authorized prac-
tice, requirements persons, special provisions, the state board of
neurofeedback
Section 2. Effective date.

JUSTIFICATION:
There are many stress related disorders and syndromes with symptoms
involving involuntary body processes. The practice of neurofeedback is
the use of sensitive instruments to measure electrophysiology of the
brain and then convert the measurements into information that can be fed
back to the individual in order to teach the individual to self-regulate
brainwave activity. It is used as an adjunct to mental counseling, phys-
ical therapy and as a peak performance for the arts, music and sports as
well as to improve functioning for the aging. Its most significant use
is with the population of alcoholics and substance addictions. The use
of the neurofeedback with traditional rehabilitations services has been
proven to keep individuals in programs longer, reduce cravings and
improve outcomes.
Currently, a person who wishes to "improve their normal functioning" has
no assurance that a neurofeedback therapist is actually trained in the
proper techniques, ethics and procedures. In order to protect the public
from the incorrect use and misrepresentation of neurofeedback, therapy
untrained and unregulated "therapists", a licensing procedure is essen-
tial as is certification from a nationally or internationally accredited
body,
