| Enacts into law major components of legislation necessary to implement the state health and mental hygiene budget for the 2016-2017 state fiscal year; intentionally omitted (Part A); amends the social services law, in relation to facilitating supplemental rebates for fee-for-service pharmaceuticals, and ambulance medical transportation rate adequacy review; amends the social services law, in relation to authorizing the commissioner of health to apply federally established consumer price index penalties for generic drugs, and authorizing the commissioner of health to impose penalties on managed care plans for reporting late or incorrect encounter data; relates to cost-sharing limits on Medicare part C; amends part H of chapter 59 of the laws of 2011, amending the public health law and other laws relating to known and projected department of health state fund medicaid expenditures, in relation to reporting requirements for the Medicaid global cap; amends the public health law and the social services law, in relation to the provision of services to certain persons suffering from traumatic brain injuries or qualifying for nursing home diversion and transition services; amends the public health law, in relation to rates of payment for certain managed long term care plans; amends the social services law, in relation to medical assistance for certain inmates and authorizing funding for criminal justice pilot program within health home rates; amends part H of chapter 59 of the laws of 2011, amending the public health law and other laws relating to known and projected department of health state fund medicaid expenditures, in relation to extending the expiration of certain provisions relating to rates of payment to residential health care facilities based on the historical costs to the owner, and certain payments to the Citadel Rehab and Nursing Center at Kingsbridge; amends the social services law and part C of chapter 60 of the laws of 2014 authorizing the commissioner of health to negotiate an extension of the terms of the contract executed by the department of health for actuarial and consulting services, in relation to the extension of certain contracts; amends part A of chapter 56 of the laws of 2013 amending chapter 59 of the laws of 2011 amending the public health law and other laws relating to general hospital reimbursement for annual rates relating to the cap on local Medicaid expenditures; amends chapter 111 of the laws of 2010 relating to increasing Medicaid payments to providers through managed care organizations and providing equivalent fees through an ambulatory patient group methodology, in relation to rate protections for certain behavioral health providers; provides for the repeal of certain provisions upon expiration thereof (Part B); amends chapter 266 of the laws of 1986, amending the civil practice law and rules and other laws relating to malpractice and professional medical conduct, in relation to apportioning premium for certain policies; amends part J of chapter 63 of the laws of 2001 amending chapter 266 of the laws of 1986, amending the civil practice law and rules and other laws relating to malpractice and professional medical conduct, in relation to extending certain provisions concerning the hospital excess liability pool (Part C);
