BILL NUMBER: A10507

SPONSOR: Rules (Bichotte Hermelyn)
TITLE OF BILL: An act to amend the executive law, in relation to collective bargaining agreement disclosure   PURPOSE: The primary purpose of this bill is to enhance transparency in collec- tive bargaining agreements involving law enforcement agencies and poli- tical subdivisions. This legislation mandates the public disclosure of these agreements to ensure accountability and public awareness.   SUMMARY OF SPECIFIC PROVISIONS: Section 1. Adds a new section 837-y to the Executive Law. It requires every law enforcement agency and political subdivision to make publicly available any collective bargaining agreement to which they are subject. This disclosure must occur within thirty days of the effective date of this section and annually thereafter. This includes any agreements nego- tiated before the adoption of this section that are still in effect. Section 2. Effective Date   JUSTIFICATION: This legislation is necessary to promote transparency and accountability in the operations of law enforcement agencies and political subdivi- sions. CBAs contain significant terms and conditions affecting the oper- ations, budget, and policies of these entities. By making these agree- ments publicly accessible, the bill ensures that stakeholders, including the public, are informed about commitments and obligations of their law enforcement bodies. Transparency is crucial for trust.   LEGISLATIVE HISTORY: New Bill.   FISCAL IMPLICATIONS: Minimal.   SOCIAL AND COMMUNITY IMPACT: The social and community impact of this bill is significant. By mandat- ing the public disclosure of collective bargaining agreements, the bill promotes greater community engagement and oversight.
