        AN ACT to amend the labor law, in relation to calculating the  hours  of
          labor for adjunct professors
 
          The  People of the State of New York, represented in Senate and Assem-
        bly, do enact as follows:
 
     1    Section 1. The labor law is amended by adding a  new  section  171  to
     2  read as follows:
     3    §  171. Hours of labor for adjunct professors. 1.  Notwithstanding any
     4  other provision of law to the contrary,  an  adjunct  professor  who  is
     5  employed  at  a  college or university and such employment qualifies for
     6  the federal public service  loan  forgiveness  program  pursuant  to  20
     7  U.S.C.  1087e(m) or any similar successor legislation, shall have his or
     8  her  hours of labor calculated at three and thirty-five hundredths hours
     9  of labor per week for each hour of  classroom  time;  provided,  however
    10  that  nothing  shall  prohibit  a college or university from calculating
    11  more hours of labor than is provided for in this section.
    12    2. The commissioner, in consultation with the commissioner  of  educa-
    13  tion,  shall promulgate rules and regulations necessary to implement the
    14  provisions of this section.
    15    § 2. This act shall take effect on the ninetieth day  after  it  shall
    16  have become a law. Effective immediately, the addition, amendment and/or
    17  repeal  of  any  rule  or regulation necessary for the implementation of
    18  this act on its effective date are authorized to be made  on  or  before
    19  such date.
